It is not clear and appears the existing grade could be kept in the proposed condition with proper grading. Retaining walls are not permitted in the ROW, and a reason for a variance from the standard is not clear. 215 S. Drywell could be moved to eastern portion of lot, but wouldn't be practical. Drywell would have to be at least 10 feet deeper and would require shoring.
