'A A r! y FSiCy-'fC ox ni bus 7 E� t `� . ti RECEIVED 04/18/2023 ASPEN BUILDING DEPARTMENT PROJECT INTRODUCTION Project disturbance will be limited to approximately 450sqft of concrete removal and replacement to the West Stair, 350sgft of concrete removal and replacement to the East Stair, and 100sgft of coring and grouting to install the railing on the South ramp. About 900sqft of ground disturbance will occur. • The project is located at the Yellow Brick School, 215 N Garmisch. The building is a preschool. The building and unit are currently connected to public utilities including water and sewer and the project is not expected to have any effect on these utilities. Permits Applied For: Building Permit: #TBD • Project Notification will be performed by the general contractor as required. • A project sign will be posted on the window of the unit so that it is visible from the parking/drivewayin front of the unit. DATES OF CONSTRUCTION • The window for construction will be 4/01/23- 10/1/23. Construction is expected to take two months total within the construction window. • Any work being performed within City ROW shall be completed as per the City of Aspen Right of Way permit requirements. HOURS OF CONTRUCTION • Construction hours will be limited to 7:30am - 5:30pm Monday through Friday and 9am- 5pm on Saturday. No construction work will be performed on Sundays, 4th of July day and/or weekend if it falls on a Friday or Monday, Memorial Day and Labor Day weekends, Thanksgiving Day, Christmas Day,New Years Day. • All activity that generates noise in excess of 80 decibels requires a noise suppression plan and is restricted to operating between the hours of 9am and 5pm Monday through Friday. Additional alternate egress routes from the building are available and will be utilized while the stair system under construction is out of order. ADJOINING PROPERTIES • The Yellow Brick school is an entire city block in size with no directly adjoining properties. Neighboring properties are largely residential. Sound, dust, traffic, and safety measures will be implemented to minimize the impact to adjoining properties. Work will also only occur during designated City working hours. PROJECT FENCING • Construction areas shall have a non-removable construction fence or other approved device securely placed around the areas to be protected. The fence shall be six feet (6') in height and constructed out of chain-link fence with mesh windscreens (visual barriers). Construction is expected to stay within the allowable noise limits and the need for noise suppression fencing additions is not anticipated. If after implementation,the project fails to stay within City noise regulations, additional measures will be implemented. PUBLIC HEALTH AND WELFARE • The general contractor shall uphold utmost respect to public health and welfare. NATURAL ENVIRONMENT • Special care will be given to ensure that trees and vegetation are protected from abrasions and trampling. No vehicles will be driving on the ground coverings. PARKING MANAGEMENT • All parking to be contained to the existing available on-site parking. EMERGENCY VEHICLE ACCESS AND ORDINANCE 35 • See attached Site Plan for emergency vehicle access,parking and staging areas. STAGING AREAS • Materials storage will be contained within the existing available on-site parking. • A construction dumpster will be implemented as necessary and be contained within the existing available on-site parking. Recyclable materials will be collected and recycled properly. • A construction office trailer will not be necessary. TRAFFIC CONTROL • All traffic control operations shall be managed by a designated, certified traffic control supervisor. • Construction vehicles will be a medium sized excavator for concrete removal, a E IVE D sized dump truck for concrete hauling, and a cement truck and cement pump c r'new concrete pouring. 0 4/18/2 0 2 3 ASPEN BUILDING DEPARTMENT • Heavy hauls will be limited to equipment staging and concrete removal and replacement. The haul route will be down HWY82 • The heaviest construction related vehicle anticipated at this time will be a dump truck hauling a trailed with medium sized excavator for site mobilization/demobilization. • Deliveries to the job site are expected to consist of trailers containing items such as concrete rebar and forms. One delivery truck at a time will be scheduled. The most impactful delivery will be of concrete and a concrete dump truck. This will require less than two days over the entire project duration. PEDESTRIAN PROTECTION • Construction supervisors will act as spotters for all deliveries to ensure pedestrians are safe. SEDIMENT AND EROSION CONTROL • As the disturbance area is less than 1000 sf, an SMP is not required. However, sediment and erosion control measures will be deployed as necessary to contain disturbed areas. FUGITIVE DUST CONTROL • As the disturbance area is less than 1000 sf, a fugitive dust control plan is not required. However, work area dust control measures and street cleaning will occur to mitigate fugitive dust emissions to the surrounding areas. EMISSIONS • All vehicles and equipment used on site will be properly maintained such that the engines will function within manufacture's standards or parameters. • Emissions from diesel engines operated within the City of Aspen shall be of a shade or density no darker than 40% opacity, except for starting motion no longer than 10 seconds or for stationary operation not exceeding 10 seconds. NOISE SUPRESSION • Only standard construction equipment(nail guns, compressors, saws, drills) with a sound rating of below 80db is anticipated to be used outdoors. Outdoor noises construction will be completed between the hours of 9am and 5pm Monday through Friday. SITE PLAN • A portable restroom will be utilized for construction workers. Materials will be neatly stored in the available, reserved, on-site parking.
