HomeMy WebLinkAboutminutes.cclc.061125 1 SPECIAL MEETING COMMERCIAL CORE & LODGING COMMISSION JUNE 11, 2025 Chairperson Wang opened the meeting at 8:30 a.m. Angi Wang, Terry Butler, Jeb Ball, Charles Cunniffe, Amanda Tanaka and Stephanie Davis were present along with Mayor Rachael Richards. Bill Dinsmoor, Naomi Kiss-Baldwin, and Kiki Raj were absent. STAFF: Nicole Henning, City Clerk & Emmy Garrigus, Downtown Services, were present. COMMISSIONER COMMENTS: Mayor Richards said she will pop into CCLC meetings when she can and would love to keep up to date on their issues. Ms. Henning spoke about the electricity at the Armory and mentioned Mayor Richards comments at the Council meeting Tuesday night complimenting CCLC on the Saturday Market. Ms. Butler said she attended the market the previous weekend and felt it was really great. Mr. Cunniffe said the weather was good. PUBLIC ARTS PRESENTATION - Lara Whitley and Sarah Roy Ms. Roy introduced herself and Ms. Whitley. She said they have five projects currently which they will speak about. She mentioned the second iteration of the City Hall Biennial Exhibition. Ms. Whitley said public art is free and accessible to all. They spoke about the Galena Asphalt art by Anthony Garcia Sr. for the summer of 2025, which was done in collaboration with the Engineering department. They also spoke about the Unsui mirror by Sanford Biggers in Paepcke Park which will be featured this summer through the end of September. They spoke about Charm Valley by Chiaozza which will be featured this summer through September in Francis Whitaker Park in collaboration with the Ideas Festival. Lastly, they spoke about “Volume” by Cannupa Hanksa Luger which will be featured through August 1st during the AIR festival at the Aspen Art Museum. Ms. Butler said she was in town when they were painting the art on the street. She said people seemed confused as to whether the city was doing it to direct traffic. Ms. Whitley said when Anthony was painting, they had signs up saying there was a mural in the making to let people know what was going on. Mr. Cunniffe said a sign needs to be at the end of the street to the farmers market so people can read about the project. Ms. Davis asked what the total budget was for these five projects and Ms. Roy said about $400,000. Ms. Whitley said on June 29th, Sanford will be giving a talk in the park about his art. Tim from Buckhorn is organizing this. 2 SPECIAL MEETING COMMERCIAL CORE & LODGING COMMISSION JUNE 11, 2025 COMMITTEE IDEAS/SUGGESTIONS FOR NEW ENGAGEMENT WITH THE COMMUNITY Ms. Tanaka mentioned welcome baskets and wondered if that should be resurrected. She said she is so appreciative that Mayor Richards is with us today. Mayor Richards said both newspapers covered stage 1 drought restrictions. We may see summer monsoons coming, but we have to watch water supplies. Businesses should be cautious about water use. She said there will be a few major tax questions on the ballot this November which would affect sales tax rates. She said the school district is facing problems due to state legislation and no longer have their high cost of living bonus. They are seeing declining enrollment and asking us to renew the .30 tax and double it. She lobbied against proposals like this which are very significant. There could also be a Wheeler grant question to help fund the District Theater in addition to a Lumberyard bonding question. The city is still seeking partners for a 70 million bond. She mentioned the entrance to Aspen and said there will be a work session on July 7th to see if Council wants to reevaluate the preferred alternative or open a new EIS. Ms. Henning asked the board what they think of Patty Holbrook’s patches and shirts. The board agreed that it was ok since they are locally produced. Mr. Cunniffe said it’s a case-by-case basis and better they bring the issue to us than just start selling something new out of the blue. Mr. Ball motioned to approve; Ms. Wang seconded. All in favor, motion carried. Ms. Raj said that locals should get a sticker that allows them two hours of free parking. The board said this is out of their control. Ms. Raj spoke about people living in their cars. She said the parking garage should allow people to sleep in there when it’s freezing. Ms. Tanaka said she is concerned about traffic in town with kids on e-bikes. Ms. Wang said e-bikes are definitely a problem but she is unsure how to solve that. Ms. Davis said the police say it’s more of a local kid issue than a tourist issue. Meeting adjourned at 9:52 a.m. ________________________ City Clerk, Nicole Henning
