SUBJECT & SITE OF APPROVAL:
The Applicant has requested an Insubstantial Planned Development (PD) Amendment for the
replacement of four (4) exterior egress stairs for five (5) existing buildings. The subject property
is at 10-70 Truscott Place at Truscott Phase II, Building Envelope 1, Lot 3 of the Aspen Golf
Course Subdivision, with a Parcel ID of 2735-111-09-703
SUMMARY:
The applicant has requested approval to replace four (4) existing exterior egress stairs that serve
as primary circulation to the units above the ground floor. The existing stairs are open on all
sides, exposing them to harsh mountain elements resulting in damage to the concrete and steel
treads, risers, and landings of the stairs. The applicant proposes to replace the stair treads, risers
and landings, along with construction of a roof and screen walls. The materials are proposed to
match the existing building materials, while providing additional protection from the elements.
An amendment to the Truscott Phase II Planned Development is required to make external changes
to the units. The request is exempt from Residential Design Standards because the project is replacing

existing stairs and will maintain the health, safety, and welfare of the residents and guests. The stairs
are also required for egress to the apartments on the upper floors.
STAFF EVALUATION:
Pursuant to Section 26.445.110(a), an Insubstantial Amendment is required to memorialize the
covering and screening of the staircases. The replacement of the stairs will promote the health,
safety, and welfare of the occupants and their guests. The construction of screening and shed roofs
over the stairs will prevent snow and ice from collection on the stairs, creating a safer environment
for residents and their guests. Protecting the stairs from harsh elements will prolong the life of the
stairs, creating additional value in this capital improvement project. The proposal is generally
consistent with the dimensional tolerances for the PD and will not change the overall use of the
property.
Considering the review criteria for an Insubstantial PD Amendment, staff finds that the request to
replace the existing stairs and cover the new stairs with protective elements at 10-70 Truscott Place
qualifies for an approval.
DECISION: The Community Development Director finds the request for an Insubstantial
Planned Development Approval consistent with the criteria of Land Use Code Section
26.445.101(a) and hereby APPROVES the request as specified above.
