Hopkins Ave -Lodge Preservation (LP) Overlay Parcel 1 Parcel 2 Background: 2015 Final approval: •Lodge component 20,575 sq. ft. – Parcel 1: •68 units – 300 square feet/unit •1 onsite affordable housing unit within lodge •PD variations for setbacks and floor area •Free Market – Parcel 2: •2 free market residences – 4,500 square feet each PD variations for floor area 2018 Extension of Vested Rights: •City Council granted a 2 year extension of vested rights until June 24th, 2020. Request: Extend Vested Rights for 24 months: •Approval would establish vesting until June 24th, 2022. •Reduces construction impacts of 2 lodges •Eliminates loss of bed base for 2 lodges Minor Amendment to a Project Review: •Remove the onsite affordable housing unit - 1.75 FTE’s •Offsite location or housing credits For Council Consideration: Code amendments since the moratorium: •Height: MU now requires 28’. MG approved at 32’ •Floor Area: MU now requires. 1.25:1. MG approved at 1.5:1 •AH Mitigation: 3.23 FTE category 2. Remains unchanged. •Parking: 12 parking spaces (maintains deficiency) ~34 required •Removal of the onsite unit: APCHA does not support. Must remain due to current Code standards. Staff recommendation: The needs of the City are not served by perpetuating a land use approval that does not meet current height and floor area standards. Deny Resolution No. 6, Series of 2020 granting a twenty-four (24) month extension of vested property rights for the Molly Gibson Lodge Redevelopment and a Minor Amendment to Project Approval to provide an alternative form of mitigation for the onsite affordable housing unit Questions for Staff?
