Step 2 (March 8) -Resolution #2 (Public Hearing)
City of Aspen Ordinance Process –Annexation and Initial Zoning
Step 3 (March 1)-Planning and Zoning Commission Recommendation
Step 4 (March 22) –First Reading, Ordinance
Step 5 (April 12) –Second Reading, Ordinance (Public Hearing)
Reviews to be reviewed and approved by Council:
1)Annexation (Aspen’s Annexation Plan)
2)Establish Initial Zoning (Land Use Code)
+Underlying Zoning –S/C/I
+Planned Development to memorialize existing
site conditions and uses
P&Z is asked to make recommendation to City Council
Annexation Review Criteria
+AACP Compliance
+Relationship to the Urban Growth Boundary
+Fiscal Impact –Sales and Property Tax, Etc.
+Development Rights / Zoning
+Relationship to Pitkin County and issues of jurisdiction
+Infrastructure
+Simplicity of City Boundary
Amendment to Zone District Map Review Criteria
+Compatible with surrounding zone districts and land uses?
+New demands on public facilities?
+Adverse impacts to the natural environment?
+Consistent and compatible with community character?
+In harmony with the public interest?
Planned Development Review Criteria
Combined Project and Detailed Review
Most PD Review Criteria are not applicable as the proposal is
simply to memorialize existing conditions and uses
+Compliance with Adopted Regulatory Plans
Land Use Code and S/C/I Zone District
Staff Recommends approval of the resolution providing P&Z recommendation
of Annexation and Initial Zoning for the Aspen Mini-Storage Property.
