We appreciate the recommendation of approval with conditions. We have restudied a few key points raised in the staff memo to hopefully reduce the number of conditions in the resolution. 1) Parking. Two parking spaces are dimensioned within the garage. Sheet A-101 2) Secondary Walkway. A straight 3’6” pathway with planted joint is proposed for the Second Street entrance. 3) Perennial beds. Plants will be between 18”-24” tall. The proposed flower beds will be much lower than the current flower beds at 234 West Francis (shown in photo below). Page 2 of 3 July 7, 2020 Response to staff recommendations A quick search through the Colorado Historic Newspapers document flower gardens back to 1881. A flower garden was a status symbol during Aspen’s Victorian era – 234 West Francis Street is a prominent two story Victorian era residence that housed the governor and most likely had stylish and on-trend flower gardens to adorn hats and table tops. As described in the article at right, planting may not have been as restrained as the Design Guidelines now recommend. Aggregate is proposed as a maintenance strip around the building to protect the foundation and siding. Perennial beds are proposed in front of the aggregate strip. Sod is proposed between the perennial beds and the street. The Historic Preservation Design Guidelines discuss a transition from public to private space in Guideline 1.5 and 1.12. The transition from sod to perennial beds is consistent with this concept. 1.5 Maintain the historic hierarchy of spaces. • Reflect the established progression of public to private spaces from the public sidewalk to a semi-public walkway, to a semi private entry feature, to private spaces. 1.12 Provide an appropriate context for historic structures. See diagram. • Simplicity and restraint are required. Do not overplant a site, or install a landscape which is overtextured or overly complex in relationship to the historic resource, particularly in Zone A. In Zone A, new planting shall be species that were used historically or species of similar attributes. • In areas immediately adjacent to the landmark, Zone A and Zone B, plants up 42” in height, sod, and low shrubs are often appropriate. • Contemporary planting, walls and other features are not appropriate in Zone A. A more contemporary landscape may surround new development or be located in the rear of the property, in Zone C. • Do not cover areas which were historically unpaved with hard surfaces, except for a limited patio where appropriate. • Where residential structures are being adapted to commercial use, proposals to alter the landscape will be considered on a case-by-case basis. The residential nature of the building must be honored. • In the case of a historic landmark lot split, careful consideration should be given so as not to over plant either property, or remove all evidence of the landscape characteristics from before the property was divided. • Contemporary landscapes that highlight an AspenModern architectural style are encouraged. While this is not an adopted Design Guideline, perennial beds require significantly less water than sod which aligns with the City of Aspen’s environmental goals. 4) Sheets A-200 and A-204 have been updated to accurately depict the proposed chimney on the historic resource. We updated the renderings to show the low profile of the planting beds in the attached drawing set. We look forward to discussing the final details with the HPC tomorrow night.
