Minor expansion of a commercial, lodge or mixed-use development. The minor enlargement of a property, structure or portion of a structure for commercial, lodge or mixed- use development when demolition is not triggered shall be approved, approved with conditions or denied by the Community Development Director based on the following criteria. The additional development of uses identified in Section 26.470.020 shall not be deducted from the respective annual development allotments. 1. The expansion involves no more than five-hundred (500) square feet of net leasable space, no more than two-hundred-fifty (250) square feet of Floor Area, and no more than three (3) additional hotel/lodge units. No employee mitigation shall be required. Staff Response: The proposed remodel would remove an interior partition wall, which would increase the net leasable square footage by 19.5 square feet. No other increases in net leasable have been approved without mitigation. Staff finds this criterion to be met. 2. The expansion involves no residential units. Staff Response: No residential units are included in the scope, Staff finds this criterion to be met. 3. This shall be cumulative and shall include administrative GMQS approvals granted prior to the adoption of Ordinance No. 22, Series of 2013. Staff Response: Staff has researched the building permit files and land use approvals and found no permits or approvals that increased net leasable space without affordable housing mitigation. There were previous GMQS approvals granted by City Council; however, Staff has found no administrative GMQS approvals prior to this request. The commercial net leasable increase proposed in this application is 19.5 square feet. Staff finds this criterion to be met. 4. When demolition is triggered, the application shall be reviewed pursuant to Section 25.470.100(F), Expansion or new commercial development. Staff Response: The proposed remodel does not trigger demolition, Staff finds this criterion to be not applicable.
