Applicant: Carinthia Corporation, 45 East Lupine Drive, Aspen CO, 81611.
Property: 400 West Main Street; Legally described as Lots P, Q, R & S, Block 37,
City and Townsite of Aspen Colorado. PID# 2735-124-42-006.
Determination: This 18th of April 2022, the following alterations have been approved as
represented in the land use application.
Project Details and Review Criteria
The applicant is undertaking the fifth phase of work to replace existing windows with energy
efficient windows of .28U or better. The original application requested 17 windows to be replaced,
but the application has been amended to 11 windows, with 6 windows called out to match the
original configuration as shown in the plan set from 1976, true divided lites of sixteen over two,
operational double hung. These 6 windows are no longer part of this application and will constitute
a phase 6 in window replacements.
• Replace 11 windows located on the second and third floor of the historic structure, located
to the east side of the property, with energy efficient windows that maintains the size and
appearance of the existing openings.
The project qualifies for a Certificate of No Negative Effect according to Section 26.415.070.B of
the Municipal Code as it entails replacement of architectural features which creates no change to
the exterior physical appearance of the building or structure.
Based on a review of the applicable Historic Preservation Design Guidelines and the Commercial,
Lodging and Historic District Design Standards and Guidelines, staff finds that the work will not
diminish, eliminate, or adversely affect the significant historic and/or architectural character of the
subject property on which it is located and that the design guidelines applicable to this scope of
work are met, with no conditions.
