Determination: This 21th day of July, 2023, the following alteration has been approved with no conditions. Project Details and Review Criteria The applicant is making minor changes to the exterior of a non-contributing building in the Commercial Core Historic District by undertaking the following work as represented in the land use application: • Removing ornamentation applied to the steel by the previous tenant. • Repainting all exterior steel elements on the 1st-story. • Repainting cladding on 2nd-story balcony of south façade. • Replacing 1st-story windows and doors on south façade and patio. o Replacing 2/3-light, wood door and aluminum transom on west end of south façade with one solid wood door and one perforated-panel transom. o Replacing one fixed, single-light, aluminum window and one single- light transoms on each side of the projecting bay with one, four-light, steel window and one two-light transom. o Replacing two fixed, single-light, aluminum windows and two single- light transoms on the projecting bay with two, two-light, steel windows and two two-light transoms. o Replacing four sliding, single-light, aluminum windows and one fixed, four-light transom on the projecting bay with six sliding, two-light, steel windows and one fixed, six-light transom. o Replacing one fixed, single-light, aluminum window and one single- light transom at the central entrance with one steel panel. o Replacing one full-glazed, single-light, aluminum door and one single- light transom at the central entrance with one full-glazed, three-light steel door; one fixed, full-glazed, three-light sidelight; and one two- light transom. o Replacing four folding, full-glazed, single-light, aluminum doors and four fixed, single-light transoms on the east-facing interior of the patio with one fixed, 12-light, steel window and one steel-panel wainscot. o Replacing two, full-glazed, single-light aluminum double doors and four, single-light transoms on the south-facing interior of the patio with one three-light, steel window; one full-glazed, three-light, swing door; one four-light fixed window; one four-light, awning window; and one seven-light transom. • Replacing stone foundation veneer on the projecting bay of the south façade and northwest corner of the patio with 1½-inch-tall, 20¾-inch-wide, black, brick veneer. • Replacing red brick veneer on the northwest corner of the 1st-story patio with 1½-inch-tall, 20¾-inch-wide, black, brick veneer. • Replacing stone foundation veneer on the west end of the south façade and the south end of the west façade of the 1st story with red brick veneer to match existing. • Replacing grey flagstone ground pavers at patio and central entrance with black brick pavers. • Replacing soffit material at south façade entries and patio with wood. • Removing mailbox from east side of projecting bay. • Replacing sconce light on west end of south façade. • Removing directional light on sofit at entrance on west end of south façade. • Installing directional light on sofit of central entrance. • Replacing fabric patio canopy. • Removing fabric panels from east side of patio. • Installing freestanding concrete planters on south and east sides of patio. • Installing two 10-feet-long, freestanding benches to pedestrian strip. • Installing four freestanding concrete pedestal tables to pedestrian strip. The project qualifies for a Certificate of No Negative Effect according to Aspen Municipal Code Subsection 26.415.070(b) as it entails alterations to a noncontributing building within historic district that have no adverse effect on its historic or architectural character. Reviewed based on applicable Commercial, Lodging and Historic Design Standards and Guidelines (1.2, 1.4 – 1.6, 1.12, 1.16, 1.17, 1.14, 1.22, 1.23, 1.25, 1.26, 1.33, PA6.1 – 6.4, 2.1, 2.3 – 2.14), staff finds that the work will not diminish, eliminate or adversely affect the significant historic and/or architectural character of the Historic District in which it is located and that the design standards and guidelines applicable to this scope of work are met, with no conditions. ______________________________________ Kirsten Armstrong, Principal Planner, Historic Preservation Expires 3 years from date of separately issued Development Order.
