In examining the side entrance railings at the Wheeler/Stallard museum where I work I found them the same height as ours with no complaints over many years. The temporary middle railing at the Herron was installed several years ago to accommodate Dianne’s knee surgery. Since that time I have had hip replacement surgery and found the center railing an obstacle in maneuvering with crutches. Others have complained it is equally difficult when carrying larger packages in/out and for some deliveries. Since the City now requires the middle railing be removed that is probably a mute point. My recollection is that within the past year you sent an email stating the side railings would require hiring an engineer, an architect, etc. before actual construction begins. (Please correct me if I am wrong.) All these steps would be of considerable expense. Beginning engineering costs alone would be minimally $2,000. In view of our yearly assessment increases and without an updated budget on all improvements needed at the Herron (which should be addressed at our proposed July meeting), I strongly feel this application should be put on “Hold”. The city REQUESTED we to go to the HPC when we replaced the entry stones and added the handrailing on the entry steps. COVID slowed down the process but they are now bugging us to get the paper work for this work taken care of- as well as removing the temporary handrailing (non- historic) on the entry steps. Your opinion on the need for a handrailing, the design for the handrailing or anything else on the entry steps has NO BEARING on the application. I need a majority of the owners to move the application forward. So far I have myself, Jim Arden/Aspen Times and the Mohr’s- three owners out of seven. I need at least one additional owner to reply to either this or the earlier email to move the application forward. Someone please respond noting your approval for the application to be submitted. This is part of the original application for the replacement of the stones from the sidewalk to the entry and the temporary handrail that has been in place for the last couple of years. The application was filed last fall, however, HPC determined that we need a document showing the majority of the owners support the application. I have attached a generic letter for everyone to review and sign that can be returned to the HPC. Signing this letter does NOT indicate you are in agreement with what ever is proposed for the code compliant Main entry way guard/hand railing. This document allows the process to move forward and was originally submitted with the temporary handrailing that is in place now.
