No change Process Summary:Certain land use approvals granted by HPC or P&Z require that Council be notified of the decision through a brief staff summary. The notification is not a public hearing and no applicant presentation or public comment has been accepted in the past. During the Call Up Notice, City Council may uphold the HPC or P&Z decision. Alternatively, Council may request more detailed information be provided through a presentation by staff and the applicant at a future meeting. After hearing the additional project description, Council may uphold the boards’ decision or may remand it to require reconsideration of specific issues at a new public hearing. HPC’s or P&Z’s decision on remand shall be final. Background:413 E. Main is part of a non-historic addition to a Victorian era commercial building located at the corner of Main and Monarch, currently occupied by Mi Chola. The property is landmarked and is locatedin the Commercial Core Historic District. Exterior alterations are subject to HPC review.

Main StreetSTAFF RECOMMENDATION:On September 28, 2022, HPC granted Minor Development and Commercial Design approval for Jing restaurant to replace one of their exterior windows to match the existing design, and to enlarge two pairs of slider windows to make them walk-out doors to access the patio dining area. The approval was unanimous, 5-0, was supported by staff, and had no conditions. Staff recommends Council uphold HPC’s decision.
