HomeMy WebLinkAboutProject Monitor Request Memo.423 N Second St RO | ROCKETT DESIGN Description Dear Amy, Thank you for your and the monitor’s continued assistance with reviewing our design for this project. Below are our responses to the items outlined in the Final Resolution from the HPC meeting held on March 10, 2021 as approved with the following conditions: 2. Per the Conceptual approval, as part of the approval to relocate the historic house on the site, the applicant will be required to provide a financial security of $30,000 until the house is set on the new foundation. The financial security is to be provided with the building permit application, along with a detailed description of the house relocation approach. Response: See attached financial security letter for $30,000. House relocation diagram and Letter of Method provided by Bill Bailey of Bailey House Movers, house moving contractor. (See Exhibit A- Sheet A-001) 3. The landscape plan to be finalized with staff and monitor wit h regard to removing plantings from right-of-way, reducing trees and shrubs adjacent to resource, reducing width of the front walk, removing the “sitting terrace” on the east patio, removing/relocat ing the built-in firepits, fountains and BBQ in the yards between the street-facing lot lines and structure, and ensuring that the generator and transformer are meeting setback allowances and the requirements of the Utilities Department. Response: Landscape plan has been revised to reflect comments: removal of plantings in right of away, reduction of trees / shrubs adjacent to resource, removal of terrace on east patio, removal of built in BBQs / firepits and fountain. A preservation plan must be submitted and at least preliminarily approved by staff and monitor prior to permit submittal. Additional evidence will be reviewed during construction to ensure that guidelines addressing rehabilitation Chapters 2 through 6, are met. All historic windows on the Victorian will be required to be preserved. New windows will only be allowed where they existing historically based on available documentation, and these windows must be wood as well. Shop dra wings for the windows, the replica front door, and the reconstructed porch will all require review. Response: refer to the provided Exterior Elevations (A-300-303) that identify existing windows to remain and new windows that are to replace at existing locations and to match existing, historic windows. Refer to sheet (A-632) for Front door and porch details. See attached window manufacturer specifications and details for newly proposed wood windows at historic resource. 5. The applicant is to submit detailed and accurate plans showing all exterior vents and flues. On the historic resource, these are to be located discretely, minimized and colocated on the roof where possible. Venting through the addition, through the foundation, in lightwells, or other sympathetic locations are all encouraged by the guidelines. Although the original chimney is no longer in place, reconstruction may provide an opportunity to screen some venting. It will also be necessary to specify the location and design of any snow clips and gutters needed on the historic resource. Response: Refer to the provided Roof Plan (A-116-117) and Exterior Elevations (A- 300-303) that show all exterior vents, flues as well as snow clips and gutters needed on the historic resource. See Sheets Exhibit B.1-B.3 for Fireplace venting options for Fireplace 2 [FP-2]. Fireplace 1 [FP-1] is proposed to vent through the roof of the Victorian on the non-street side of the house and is next to invisible from the streets and alley. Fireplace 2 [FP-2] is proposed as a flush metal side vent on the west side (non-street side) of the Victorian due to the logistics involved with routing venting through the Victorian. It would be painted to match the wood siding and be relatively inconspicuous. If this location is not approved the only other location, we can get to is adjacent to the vent for Fireplace 1. Due to the length of run and bends it’s not really possible to vent the fireplaces through the Addition. Finally, while there is an existing chimney, it is equally difficult to impossible to get the vents to those locations. Plumbing vents have not been located yet but would be minimized, consolidated and co-located on non-street sides of the roof when occurring at the Victorian. Option 1 for Main Fireplace venting (Exhibit B.1) Key plan of 3D view locations (Exhibit B.2) 3D views and elevations show that the flue is not visible from Smuggler St and 2nd St). - Photo of existing chimney provided (HPC resolution states “reconstruction may provide an opportunity to screen some venting”- per this Exhibit- the location of the new proposed flue would be screened by the roof volumes. - Photo of similar project (Victorian with modern addition) on First St and W Hallam St- where flues and roof penetrations were permitted at Victorian roof (Exhibit B.3) 3D view and elevations show that the vent for FP-2 is not visible from RO | ROCKETT DESIGN Smuggler St and 2nd St; Side wall vent to be flush horizontal wall cap- painted to match exterior wall color. Alternate option for Lower fireplace (FP-2) venting to be at roof (near FP-1), only visible from non-street facing facades (See location in plan on Exhibit B.1). 6. Restudy porch lighting for review by staff and monitor. The applicant must v erify that backlit features, such as keypads, cameras and other modern elements will be limited on the historic house. The FDC is to be sensitively located and the strobe is to be a white casing. Response: Refer to highlighted are in the provided Ceiling Plan (A-212) that shows the proposed lighting at Porch- two downlights which can be controlled separately (so when the owner is away it can be dimmed and limited to one on if desired at the front door). No sconce on the wall. FDC fire strobe in white based located- refer to South Dormer Elevation (3 / A-303). 7. Per Parks and Engineering, based on referral comments, prior to, or as part of permit review, the applicant is to confirm location of utilities and resolve any tree conflicts. At building permit the project needs to show there is conveyance for runoff from roadway and a compliant stabilization plan needs to be put in place to account for the micropiles close to the locations of preserved trees. Response: Refer to Civil plan for potential conflict areas and notes for stabilization plan.
