Applicant: Galena Cooper LLC, Andy Hecht, Managing Partner, has authorized
Aspen Paradise LLC, Danny Patterson, to file this application.
Property: 500 E. Cooper Avenue; Legally described as the South 68 feet of Lots K
and L, Block 95, Except that Portion Conveyed by Deed Recorded
January 16, 1959 in Book 186 at Page 382, City and Townsite of Aspen
Colorado. PID# 2737-182-24-006.
Determination: This 1st day of June 2021, the following alteration has been approved as
represented in the land use application.
Project Details and Review Criteria
The applicant is replacing fenestration on a non-contributing building in the Commercial Core
Historic District by undertaking the following work as represented in the land use application:
• Replace existing fenestration with storefront window containing a pick-up window
and counter. No changes will be made to the dimensions of the existing opening.
The project qualifies for a Certificate of No Negative Effect according to Section 26.415.070.B of
the Municipal Code as it entails alterations to a non-contributing building within the historic district.
The property is located in the midground of the Courthouse B View plane but the proposed exterior
alteration does not create an infringement into the view plane nor visible increases the height or
mass of the building from the reference points (Section 26.435.050).
Based on a review of the applicable Commercial, Lodging and Historic Design Standards and
Guidelines (1.22, 1.23, 1.33, 1.34, and 2.14), staff finds the proposed work will not diminish,
eliminate or adversely affect the significant historic and/or architectural character of the Historic
District in which it is located and the design standards and guidelines applicable are met with no
additional conditions.
