Administrative Review 508 E. Cooper Land Use Application LPA-21-091 - #4 The application includes the following requests for no-negative effect: Windows: Caused by the water intrusion on the 5th floor deck and detailed within WJE’s 2021-08-12 plans, all Exterior Windows and Doors on the 4th floor will be removed, waterproofed, sill pans and weep holes corrected and units reinstalled. The master bathroom located on North side of the 4th floor had an existing double operable window unit on the North Elevation. Included in the application are Existing and Proposed Shop Drawings detailing the change to a fixed smaller unit that correlates with the altered bathroom layout. KWID Plans I-103 included in 0052.BRES.2021 detail this New Window. The original 4th floor Fixed and Operable windows on the South Elevation in the Master bedroom experienced heavy water damage requiring replacement. Included photos show the interior water damage and the sill height of the original windows at <2” above the finished elevation of the 4th floor Ballast rock “Rock Garden” roof. WJE recommends the sill height of these two windows be increased to 12” while head heights remain unchanged in order to provide an effective waterproofing detail for repair. Included below is the South Elevation with Existing and Proposed Sill heights as well as the 4th Floor plan with setback distance from the front-most wall and entrance to the building. Zoning has previously reviewed all view planes for 0052.BRES.2021 that 508 E Cooper may fall in and determined the building is not subject to view plane review. Remove all mineral deposits. Clean, store, and prep for re-installation. Ensure all weeps are free from obstruction. Remove hot tub, surrounding coping, and snow melt tubing. Remove south facing knee wall for removal of hot tub. Remove waterproofing below hot tub. Remove, store, and protect for re-use all lighting, low voltage equipment piping, coping support pedestals, and railings and associated attachments. Store and protect hot tub for re-use. Test hot tub to ensure it does not leak prior to re-installation. Remove hearth wall, stone top, and fireplace mantel. Remove and discard windows. Remove planter wall. Remove, store, and protect for re-use all lighting, low-voltage equipment, and railings and associated attachments. Discard concrete coping at demolished walls only. Remove and discard paver system and grout bed on entire terrace; Carefully remove concrete topping slab without damaging hydronic heat tubing around drain and doors as indicated, refer to details on A4.1 Temporarily remove stone ballast adjacent to the window sill, carefully remove granulated cap sheet to allow for access to the existing waterproofing for raising of window sill and tie-in with new waterproofing repair. Remove lower portion of wall framing (temporarily bracing upper portion of wall to remain in place) to allow access to existing terrace waterproofing membrane assembly for removal and replacement with new waterproofing assembly (do not extend deck assembly insulation into enclosed space) Temporarily remove siding as required to facilitate repairs at adjacent conditions. Temporarily remove siding and flashing at base of wall and provide access to Architect/Engineer for review and verification of existing conditions. Remove kitchenette. Cap plumbing.
