RE: 1108 Waters Ave Land Use Referral
1. Updated floodplain maps for Pitkin County are scheduled to be implemented mid-2019. When
the project comes in for building permit, it will be held to the new regulations. The stream
margin submittal needs to include the updated floodplain information. All existing deck
improvements must comply with the updated floodplain. The new preliminary maps can be
found here: https://msc.fema.gov/portal/advanceSearch#searchresultsanchor. Please show the
existing improvements in regard to the updated mapped floodplain.
2. Applicant shall provide to the City a detailed plan for the proposed excavation. How will the
crawlspace be dug out without disturbing the river bank, or allowing any sediment to reach the
river? How will equipment access the area given the narrow width and steep slope? How will it
be completed without damaging the existing deck?
3. Any veneer on the rear of the building needs to be engineered so that it is not any closer to the
river than the existing siding.
4. Disturbance to the bank shall be limited to the removal of the decks and planting of riparian
plants. No other improvements will be permitted below the Top of Slope setback as defined on
the survey. Existing vegetation shall be preserved, and only riparian plantings will be permitted.
A complete landscaping plan shall be submitted to the Parks and Engineering Departments at
building permit.
For Building Permit:
1. A formal ditch easement shall be recorded on the property prior to building permit issuance.
The easement shall extend ten feet from centerline in both directions. The encroachments
shown on the application will be permitted to encroach with a 5’ clear space between the front
entry and the center of the ditch. Easement language needs to be written to allow the entry
encroachment. No other improvements shall be permitted in the ditch easement.
2. At building permit, the existing pond needs to be removed. A stilling well will be permitted.
3. Currently there is fencing at the property lines over the ditch, gates should be installed in the
fencing at these two (2) locations for a continued path for maintenance purposes. This needs to
be shown at building permit.
4. Cross sections of the ditch will need to be provided in the plans.
