SUBJECT: Engineering Department Referral Comments
PROJECT: LPA-23-012, 1440 Red Butte Drive
COMMENTS:
These comments are not intended to be exclusive, but an initial response to the Land Use
application submitted for review. Other requirements may be requested at time of permit.
Landuse Comments: To be addressed prior to landuse approval
1. Sheet C.07 – It appears minor grading is proposed north of the 15’ top of slope setback
area to accommodate the proposed detention basin. No grading is permitted in the top of
slope setback.
Building Permit Comments: To be addressed prior to permit submittal
1. Sheet C.02 – The 100-year floodplain and the 100-year floodway need to be delineated
on the survey. It appears only the 100-year floodway is shown on this survey.
2. Applicant will be required to follow the requirements of a major development within the
Urban Runoff Management Plan.
a. The property is adjacent to the river therefore detention is not required. Runoff
above the WQCV can discharge to the river via sheet flow.
b. It sounds like significant tree mitigation is proposed on site due to health
concerns of existing trees. For the remaining trees, the tree canopy credit in the
URMP could be considered for a BMP.
c. The soils report states that water was encountered at 9’ deep on the property.
Address how the detention basin design takes this into consideration for
infiltration in the drainage report. The location of boring 1 is not near the
proposed detention basin, is the depth of water considered to be the same or
shallower closer to the river? How does this impact the design? The exploration
was conducted on November 9th, will spring runoff impact this depth and the
design?
3. Since the existing boulder walls are proposed to remain, a no rise certificate is required
at building permit submittal. This shall follow the process outlined in chapter 6 of the
URMP.
4. Sheet C.03 - It appears that this property has a well south of the residence. Is this
property connected to municipal water? If not, the private well will need to be abandoned
per the City of Aspen Water Distribution Standards and the City of Aspen Municipal
Code Section 25.12.010.
5. Sheet C.03 - The water service line does not connect to the water main in Red Butte
Drive. Show this connection.
6. Sheet C.03 – The water service line alignment, size and material shall be clearly called
out on the utilities sheet to ensure no conflicts. If a 2” water service line is required for
fire suppression, a memo from a fire suppression system designer is required stating
that a 1.5” line will fail.
7. Sheet C.03 – It is unclear if the driveway is pervious pavers. It is not recommended to
install a water service line below pervious pavers due to increased potential for freezing
however the service line is owned by the property owner.
8. The civil plans do not call out a green roof above the garage. Revise the set to clearly
show the green roof and provide a detail that complies with Section 8.5.1.5 of the
URMP.
9. Note, the detention basin and the lawn are at the 15’ top of slope setback line.
Disturbance of the 15’ setback will not be permitted to achieve this work. The CMP and
construction practices should consider this.

PROJECT: LPA-23-012, 1440 Red Butte Drive
COMMENTS:
1. Tree mitigation values are determined by the City Forester.
2. Tree protection fencing will be required for all trees that are to be retained.
3. No storage of material, equipment, or any other activity is allowed within this tree
protection fencing.
4. Mulch beds will be required for activity within the driplines of trees and depending on the
extent of work, it may be either a 6” bedding or a 12” bedding separated by a ¾”
plywood.
5. A Top of Slope fence will need to be established at 16-foot line to protect this area from
encroachment.
6. All plantings in the stream margin will need to be done by hand.
7. The stormwater detention basin on the north side of the house concerns Parks. Please
elaborate on how this will be dug without impacting the Top of Slope which will probably
be laced with cobble and will infiltration into the stream margin be impacted?
8. Please explain how the 1973 Roaring Fork Greenway Plan affects the Fisherman’s
Easement being sought.
9. Final approvals, mitigation values, and tree planting required for the site will be made by
the City Forester at time of tree permit review.
10. All work in the 15’ offset from Top of Slope will need to be done by hand – NO
machinery allowed.
