Property: 627 E Hopkins; Legally described as Aspen Block 99 Condominium;
Commercial Unit No. 1, Commercial Unit No. 2, Residential Unit, City and
Townsite of Aspen Colorado.
PID# 2737-182-12-052, 2737-182-12-053, and 2727-182-12-054.
Determination: This 17th day of August 2023, a previously granted Certificate of No
Negative Effect issued on February 23, 2022, and amended on October
25th, 2022, is further amended to add the following list of approved
alterations: replace existing first story, glass panel entry door with flush
wood door with a vertical glass light; replace existing recessed wall
sconces with new recessed wall sconces on the first and third stories; and
replace existing third story, recessed step lights with new recessed step
lights. Lights to be replaced on the north and south elevations of the first
story and the third story north and south decks.
Project Details and Review Criteria
The applicant is undertaking work to address areas of damaged composite panel siding,
concrete deck degradation, and poorly installed flashings, and well as making minor changes to
the exterior of a non-historic building on an individually designated parcel as represented in the
land use application. Work consists of the following:
• Replace composite panel siding
• Replace roof deck systems
• Eliminate areas of water entrapment
• Replace specified window and door systems
• Eliminate inadequate flashing transitions
• Introduce better drainage of roof areas
• Install fireplace flue termination and intake on the west elevation
• Extend the height of the glass guardrail adjacent to an outdoor spa on the third floor
• Permanently remove an existing steel sunscreen on the third floor south elevation
• Replace existing first story, glass panel entry door with flush wood door with a vertical
glass light.
• Replace existing recessed wall sconces with new recessed wall sconces on the first and
third stories and replace existing third story, recessed step lights with new recessed step
lights. Lights to be replaced on the north and south elevations of the first story and the
third story north and south decks.
A request to create a rooftop deck on the subject unit is not approved because it is not permitted
by the zone district, per Municipal Code Section 26.710.150.D.11.f, Floor Area Ratio.
The project qualifies for a Certificate of No Negative Effect according to Section 26.415.070.B of
the Municipal Code as it entails replacement of architectural features which creates no change to
the exterior physical appearance of the building or structure.
Based on a review of the applicable Historic Preservation Design Guidelines and the Commercial
Historic District Design Standards and Guidelines, staff finds that the work will not diminish,
eliminate or adversely affect the significant historic and/or architectural character of the subject
property on which it is located and that the design guidelines applicable to this scope of work are
met, with no conditions.
