ASPEN GROVE SUBDIVISION, ACCORDING TO THE PLAT THEREOF RECORDED
SEPTEMBER 3, 1963 IN DITCH BOOK 2A AT PAGE 291 AS RECEPTION NO. 116127,
COUNTY OF PITKIN, STATE OF COLORADO, COMMONLY KNOWN AS 452
MCSKIMMING ROAD.

SUBJECT & SITE OF APPROVAL:
The Community Development Department is issuing this Administrative Determination to accept
an estimation of pre-development topography prepared by a registered land surveyor for the
property located 452 McSkimming Road. A Historic Topographical Study has been prepared by
Travis J. Kiser of Drake Consulting, Inc, L.S. 38294, and has been reviewed by the City of Aspen
Engineering Department and has been deemed acceptable.
SUMMARY:
The subject lot is bound by the Aspen Grove Cemetery to the south, McSkimming Road to the
west, and Aspen Grove Residential lots to the north and east. Topography slopes gently east to
west. The lot is developed with a single-family residence that contains ancillary residential uses
such as a driveway access, patios, and landscaping. The applicant is currently designing a new
single-family residence for the lot to replace the existing residence. The survey provided assumes
the topography of the lot was affected by development of McSkimming Road on the north west
corner of the lot and development of the single-family residence on site.
STAFF EVALUATION:
Community Development and Engineering Department Staff have reviewed the submission
materials provided by the Applicant. The applicant used the Falcon map, historical aerial images,
and old topo maps to justify the proposed pre-development topography. Based on the information
provided, Staff has determined that the cut and fill from the existing residence and development
of McSkimming Road have altered the slope and is not likely not the pre-development condition
of the property. The Historic Interpolated Survey provided in the application is likely consistent
with pre-development topography. The Engineering Department agrees that the proposed
interpolated slope map is a reasonable interpretation of pre-development topography.
DECISION:
In accordance with the procedures, standards, and limitations of Title 26, this Administrative
Determination, and pursuant to Code Section 26.575.020 (and more specifically the Notes for
Table 26.575.020-1), the Community Development Director acknowledges and accepts Exhibit A
as pre-development topography for Lot 2, Aspen Grove Subdivision – 452 McSkimming Road.
