February 17, 2021 decision concerning the development application of 1020 Cooper,
LLC has been scheduled for a public meeting before the Aspen City Council on April 19,
2021 at 4:00 p.m.

DEVELOPMENT APPLICATION FOR
1020 EAST COOPER AVENUE, ASPEN, COLORADO

Description: The applicant, 1020 E. Cooper LLC, C/O James DeFrancia is
appealing a denial from the Aspen Historic Preservation
Commission (“HPC”) for Conceptual Major Development,
Relocation, Demolition, Growth Management, Certificates of
Affordable Housing Credits, Transportation and Parking
Management to develop multi-family affordable housing on a
landmarked property on February 17, 2021. The appeal is to be
considered by City Council pursuant to Chapter 26.316, of the
Aspen Land Use Code. The appeal is based solely upon the record
established at previous HPC hearings.
Land Use Review: Appeal of the denial of the application of 1020 E. Cooper LLC by
the Historic Preservation Commission.
