Description: The applicant, 1020 E. Cooper LLC, C/O James DeFrancia is appealing a denial from the Aspen Historic Preservation Commission (“HPC”) for Conceptual Major Development, Relocation, Demolition, Growth Management, Certificates of Affordable Housing Credits, Transportation and Parking Management to develop multi-family affordable housing on a landmarked property on February 17, 2021. The appeal is to be considered by City Council pursuant to Chapter 26.316, of the Aspen Land Use Code. The appeal is based solely upon the record established at previous HPC hearings.
