Commercial Design, Final Review. OWNER: Aspen Skiing Company. APPLICANT: Norway Island, LLC REPRESENTATIVE: Richard Shaw and Carly Klein, Design Workshop. DESCRIPTION: The Gorsuch Haus Planned Development received approval from voters on March 5, 2019 for Project Review for a Planned Development, though Ordinance No. 39, Series of 2016. The Land Use Code requires that within one year of this approval – the applicant submit an application for Detailed/Final Review for the Planned Development. This pre-app is meant to provide direction to the requirements of application for these reviews. Planning and Zoning Commission: The P&Z will have final review authority on the detailed/final review. The future land use application will respond to the requirements of Ordinance No. 39, 2016 and Land Use Code Section: 26.445.070, Detailed Review Standards, and Final Commercial Design Review. A potential future resolution from P&Z would provide approval of Detailed Review. Due to the complexity of the project, this application requires extensive coordination with the Parks and Engineering Departments prior to submittal. Engineering Requirements: While the Project review approval provided some information on the engineering requirements of the project, important details have not yet been defined. It is highly recommended that documents submitted for engineering review continue to be coordinated with the LOL project in planning for the corridor as a whole, where appropriate. The City Engineering Department has provided a memo outlining Engineering requirements for this application. The memo is attached. Other requirements of application (required by Ordinance No. 39, Series of 2016): 1) license and easement agreements (Section 5) 2) Identifying any dimensional changes different from project approval 3) Updated Growth Management/Affordable Housing calculations (Section 11 and Section 12) 4) Draft form of easements, agreements, licenses, etc. 5) All requirements of Section 15, 16, and 18 6) Tree Removal Plan (Section 20) 7) Colorado Passenger Tramway Safety Board – approval of required variance is strongly recommended prior to Final/Detailed Review (Section 26) A Development Review Committee (DRC) will be convened following the submittal of a complete application. Additional hours will be billed at $325/hr. TOTAL DEPOSIT: $13,975 APPLICATION CHECKLIST – These items should first be submitted in a paper copy.  Completed Land Use Application and signed Fee Agreement.  Pre-application Conference Summary (this document).  Applicant’s name, address and telephone number, contained within a letter signed by the applicant stating the name, address, and telephone number of the representative authorized to action on behalf of the applicant.  Street address and legal description of the parcel on which development is proposed to occur, consisting of a current (no older than 6 months) certificate from a title insurance company, an ownership and encumbrance report, or attorney licensed to practice in the State of Colorado, listing the names of all owners of the property, and all mortgages, judgments, liens, easements, contracts and agreements affecting the parcel, and demonstrating the owner’s right to apply for the Development Application.  An 8 1/2” by 11” vicinity map locating the parcel within the City of Aspen.  HOA Compliance form (Attached).  A site improvement survey (no older than a year from submittal) including topography and vegetation showing the current status of the parcel certified by a registered land surveyor by licensed in the State of Colorado.  24” by 36” sheets of proposed development include site plans, vacation plats, subdivision plats, and final architectural drawings.  A written description of the proposal and an explanation in written, graphic, or model form of how the proposed development complies with the review standards relevant to the development application and relevant land use approvals associated with the property.  Written responses to all applicable review criteria. If the copy is deemed complete by staff, the following items will then need to be submitted:  Total deposit for review of the application.  A digital copy of the application provided in pdf file format. Depending on further review of the case, additional items may be requested of the application. Once the application is deemed complete by staff, the applicant/applicant’s representative will receive an e-mail requesting submission of an electronic copy of the complete application and the deposit.
