County of Pitkin ) I, Lisa Guida (name, please print) being or representing an Applicant to the City of Aspen, Colorado, hereby personally certify that I have complied with the public notice requirements of Section 26.304.060 (E) of the Aspen Land Use Code in the following manner: X Publication of notice: By the publication in the legal notice section of an official paper or a paper of general circulation in the City of Aspen at least fifteen (15) days prior to the public hearing. A copy of the publication is attached hereto. Posting of notice: By posting of notice, which form was obtained from the Community Development Department, which was made of suitable, waterproof materials, which was not less than twenty-two (22) inches wide and twenty-six (26) inches high, and which was composed of letters not less than one inch in height. Said notice was posted at least fifteen (15) days prior to the public hearing on the day of , 20 , to and including the date and time of the public hearing. A photograph of the posted notice (sign) is attached hereto. Mailing of notice. By the mailing of a notice obtained from the Community Development Department, which contains the information described in Section 26304.060(E)(2) of the Aspen Land Use Code. At least fifteen (15) days prior to the public hearing, notice was hand delivered or mailed by first class postage prepaid U.S. mail to all owners of property within three hundred (300) feet of the property subject to the development application. The names and addresses of property owners shall be those on the current tax records of Pitkin County as they appeared no more than sixty (60) days prior to the date of the public hearing. A copy of the owners and governmental agencies so noticed is attached hereto. Neighborhood Outreach: Applicant attests that neighborhood outreach, summarized and attached, was conducted prior to the first public hearing as required in Section 26.304.035, Neighborhood Outreach. A copy of the neighborhood outreach summary, including the method of public notification and a copy of any documentation that was presented to the public is attached hereto. (continued on next page) Mineral Estate Owner Notice. By the certified mailing of notice, return receipt requested, to affected mineral estate owners by at least thirty (30) days prior to the date scheduled for the initial public hearing on the application of development. The names and addresses of mineral estate owners shall be those on the current tax records of Pitkin County. At a minimum, Subdivisions, PDs that create more than one lot, and new Planned Developments are subject to this notice requirement. Rezoning or text amendment. Whenever the official zoning district map is in any way to be changed or amended incidental to or as part of a general revision of this Title, or whenever the text of this Title is to be amended, whether such revision be made by repeal of this Title and enactment of a new land use regulation, or otherwise, the requirement of an accurate survey map or other sufficient legal description of, and the notice to and listing of names and addresses of owners of real property in the area of the proposed change shall be waived. However, the proposed zoning map shall be available for public inspection in the planning agency during all business hours for fifteen (15) days prior to the public hearing on such amendments. The 1020 East Cooper Project team has hosted online meetings, provided enhanced public information, and conducted individual outreach with neighbors of the project. Below we have summarized the neighborhood outreach to date and have included descriptions of the activities and materials provided. These materials have been updated to illustrate the ongoing communication since the January 13th hearing: # Activity Date Description 1 Website Launch: Project Introduction 10.16.20 20 The project website, 1020eastcooperproject.com, hosts project updates, the project timeline, background on affordable housing in Aspen and a link to APCHA’s website, affordable housing maps, the application and resubmittals, renderings, and contact information for team members. There is a registration function to allow for community members and neighbors to register for project updates and scheduling information. The website is updated regularly. 2 Project Email Account 10.16.20 A dedicated project email account was created to correspond with community members and project neighbors. All project updates and correspondence are sent utilizing this account and MailChimp in order to track email/recipient status. 3 Project Announcement: Email 10.16.20 20 Email addresses of neighbors and neighboring HOA representatives were aggregated from previous correspondence and public comment to create an initial email list to share the project information. The announcement included basic project information, information on the new project website and project team contact information. Recipients were encouraged to register through the website to be added to the official stakeholder list to receive updates and emails. 4 Project Announcement: Postcard 10.19.20 20 Email addresses of neighbors and neighboring HOA representatives were aggregated from previous correspondence and public comment to create an initial email list to share the project information. The announcement included basic project information, information on the new project website and project team contact information. The postcard was mailed to all neighbors within 300 feet of the project. Recipients were encouraged to register through the website to be added to the official stakeholder list to receive updates and emails. 5 Email Invitation to Online Meeting #1 10.19.20 Invitations were sent to registered community members, neighbors, and neighboring property HOA representatives inviting recipients to meet our project team, get information on the reimagined project, and a step by step on how to navigate the project website and where to find project documents. Recipients were encouraged to register through the website to be added to the official stakeholder list to receive updates and emails. 6 Online Meeting #1 10.26.20 Project team hosted a 30 minute online meet and greet to formally introduce the project, updated scope, and our team members and their respective roles. The team presented an overview of the project and attendees were able to ask the project team questions about the project during the meeting – and were also encouraged to follow up on the project email address. Recipients were encouraged to register through the website to be added to the official stakeholder list to receive updates and emails. 7 Online Meeting #2 10.28.20 Project team hosted a 30 minute online meet and greet to formally introduce the project, updated scope, and our team members and their respective roles. The team presented an overview of the project and attendees were able to ask the project team questions about the project during the meeting – and were also encouraged to follow up on the project email address. Attendees were encouraged to register through the website to be added to the official stakeholder list to receive updates and emails. 8 Website Update and Email: Application Submittal and FAQ 11.6.20 An update was posted to the website and emailed to all registered participants highlighting the project FAQ that was created in response to questions we received during meetings #1 and #2 and to provide application information including images, dimensional information, and an overview of the review process. The update also notified recipients that the application had been submitted to the City of Aspen for review. 9 Website Update: FAQ and Project Information Review 11.25.20 An update was posted to the website announcing that the application had been reviewed and deemed complete by staff and the application and renderings were posted to the website for their review. All documents hosted on the website are available for download. Update included a link to the Zoom meeting allowing for any website users to join for Online Meeting #3. 10 Email Invitation to Online Meeting #3 11.25.20 An update was emailed to registered participants inviting all to join the project team to review the information contained in the application and FAQ. 11 Online Meeting # 3 12.1.20 A project overview including dimensions, site plan, renderings, and requested land use reviews was presented. An online tutorial of how to find information on the website was provided. 12 Email Follow Up to Meeting #3 12.1.20 An email was sent to registered participants thanking them for their participation in the meeting and announcing that the website and FAQ would be continued to be updated. 13 Happy Holidays: Public Notice and Schedule Reminder 12.23.20 An update was posted to the website and emailed to all registered participants as a reminder of the upcoming project schedule and when to expect to see public notice information land in their mailbox and be posted on the property. The project team identified that initial design comments had been received and that application updates were expected to be posted the week of January 4th. 14 Public Mailing 12.27.20 Mailing of notice obtained from the City of Aspen Community Development Department, which contains the information described in Section 26.304.060(E)(2) of the Aspen Land Use Code. The postcards were mailed at least 15 days prior to the public hearing by first class postage prepaid U.S. mail to all owners of property within 300 feet of the project. The mailing list is provided in this affidavit. 15 Public Notice Poster 12.27.20 Posting of notice obtained from the City of Aspen Community Development Department, which is made of suitable, waterproof materials, which was not less than twenty-two inches wide and twenty-six inches high, with letters no smaller than one inch in height.
