• Both subject to PD & CD
• Specific reviews for each project
o GH = Special Review and setback variance
o LOL = Parks/OST and HPC
• P&Z is final review authority
o No City Council review or call up
Detailed Review – Review Criteria:
• Majority of review based on these criteria:
• Parks, Eng., Environmental Health, Transportation key
referrals
• Looks at:
o Conformance with Project review
o Project and Design Details
o Public/Open spaces (site design)
o Mitigating and accommodating transportstion
impacts
o Engineering for the project – significant lift
Grading, draingage, ROW,
public infrastructure, etc.
phasing/cmp
Commercial Design – Review Criteria:
• 2nd part of the review
o 1st part looks at big picture items, similar to PD (site
planning, mass, scale, etc.)
o Final design guidelines = details
• Guidelines broken down by Character area – difference
between mountain base, CC and main street
• Design Guidelines
o Addresses perception, pedestrian scale
o Well-rounded designs – roofscape important in this
area due to perspective from mountain
o Materials
Appropriate for context and climate
o Site planning design details as well
• Public amenity
o Now pedestrian amenity – GH vested under old code
using public amenity
Especially important in CC, but important for all
commercial properties
o Conformance with project review approval
o Activate spaces and provide some site planning and
usage design guidance
o Again, how does the project relate to human scale
• trash utility, delivery – Like PD, look at commercial
function
o EH and Eng.
Not included in review:
• Big picture items
o Height, Mass, Scale, is. floor area, height, setbacks
o Density
o Use mix
• Growth Management only includes confirming allotments,
recalculation of mitigation based on recent design. NO
EVALUATION of MITIGATION RATE
• Ski lift – Colorado Tramway Passenger Safety Board
• Construction details
o Permit
o CMP, Final sequencing plan, etc
• Comments about hearing process:
- Is a public hearing, welcome public comment
- but project specific and discussion related to review
criteria and project conformance to that review criteria is
more appropriate at the project specific hearings.
- Guide the conversation that direction we think it would be
helpful for the overall process
