The purpose of this memo is to summarize how the installation of the South Aspen St. – Monarch St. 16-
inch water main can be accomplished under two separate scenarios. Scenario 1 considers the Lift One
Lodge project commencing well in advance of the Gorsuch Haus project and what impacts this may have
on the installation of the 16-inch water main. Scenario 2 assumes the Gorsuch Haus commences
construction contemporaneously with the Lift One Lodge project. Because Gorsuch Haus construction
requires that the operating lift be taken down, and because of the Community objective to minimize the
period where the lift is decommissioned, Gorsuch Haus is not planning to start construction until Lift One
Lodge commences construction.
In summary, the water main can be installed under either scenario however there are some considerations
that will need to be accounted for as further summarized below. Exhibit A.1 and Exhibit A.2 have been
provided as an attachment for illustrative support.
It should be noted that this memo is limited to identifying existing constraints associated with constructing
the new water main under each scenario described above and does not provide means and methods of
actual construction. Means and methods will be determined by the general contractor with direct
coordination with the Engineer of Record, City Engineering and the City Water Department prior to
construction.
Background:
The original Lift One Lodge approvals included several upgrades to the City’s utility infrastructure along S.
Aspen Street to include a new water main as well as improvements to S. Aspen Street. The majority of
these improvements were completed with the One Aspen project which is located along the west side of S.
Aspen Street. However, approximately 500-ft of the 16-inch water main was deferred primarily to avoid
future conflicts with the proposed Lift One Lodge building but also to provide an opportunity to evaluate
alternative alignments as the site planning evolved with the Lift One Lodge and Gorsuch Haus projects.
According to the Second Amendment to the Lift One Lodge Development Agreement (Reception #641689)
the water main shall be completed by the end of the construction season of 2022 however the deadline for
completion can be extended with written notice.
During the Planned Development Detail Review design of the Lift One Lodge and Gorsuch Haus projects
an alternative alignment for the 16-inch water main was determined. The resultant re-designed alignment
considered both developments to include grading design, site improvements and various utilities
associated with each project. The resultant alignment decreased the number of horizontal bends as well as
provided additional separation from the Lift One Lodge building thereby improving the hydraulics of the 16-
inch water main as well as future maintenance/access. The proposed design of the revised 16-inch water
main alignment is depicted on the Gorsuch Haus Planned Development Detail Review Plan Set dated
March 2, 2020.
Scenario #1:
This scenario assumes that the 16-inch water main will be installed in conjunction with the Lift One Lodge
project and ahead of the Gorsuch Haus project.Several key considerations were analyzed under this

scenario to include timing, existing grades and impacts to existing infrastructure located within Hill Street
ROW and Aspen Skiing Company’s property. Each of these discussion points are outlined further below.
Timing of the installation of the 16-inch water main will ultimately be dependent upon the contractor’s
means, methods and schedule which will all be coordinated, reviewed, and approved by City Engineering
and the City Water Department prior to construction. The current design of the Lift One Lodge building
places the initial excavation benchmore than 10-ft north of the existing 12-inch water main. Separation
increases to approximately 30-ft as the existing water main tracks across the proposed ski way and east
through Hill Street Row. In addition, any soil nailing that might be used for shoring, associated with the
excavation of the building, will need to provide a minimum of 5-ft vertical separation under all existing
utilities. Based on these parameters and the existing site conditions the existing 12-inch water main could
remain active while excavation of the building is underway without risking any damage to the existing line
due to compromised frost protection.
As vertical construction of the Lift One Lodge building progresses the need for a short retaining wall will be
necessary along the southern edge of the Lodge’s south patio to retain existing and ultimate grades and
therefore sequencing and timing of when this wall gets constructed will need to be considered as the
proposed wall is located approximately 3-ft north of the existing 12-inch water main. Given the proximity of
this site wall to the property line a cantilever type footing will be required (ie. no footer heel). Placing the
footing at frost depth will place the bottom of footing approximately 12-inches above the existing 12-inch
water main and therefore the site wall could be constructed while the existing 12-inch water main is active.
Insulation may need to be provided if the existing 12-inch water main is to remain active through winter
months as the radial bury depth at the wall will be slightly less than the required bury depth. Based on this
information the existing 12-inch water main could remain active throughout the majority of construction for
the Lift One Lodge project. However, if the Gorsuch Haus project has not commenced construction then
there are a few existing site conditions that may complicate the installation of the 16-inch water main as
outlined below.
The proposed alignment of the 16-inch water main falls very close to the east side of the existing Lift 1A
building. Given this close proximity the water main could not be installed along the proposed alignment
without adversely impacting the existing lift building and therefore a couple of options will need to be
considered:
1. The Lift One Lodge project installs 180-ft+/- of the 16-inch water main and then re-connects to the
existing 12-inch water main at the east end of the Hill Street right-of-way with the remaining 300-
ft+ of 16-inch water main being completed once the Gorsuch Haus improvements are underway
and the existing Lift 1A building is removed and/or;
2. Lift One Lodge schedules the installation of the 16-inch water main to commence immediately
following the final winter of the Lift 1A building/lift operations which would allow the existing Lift 1A
building, or a portion thereof, to come down at which point the entire 16-inch water main could be
installed.
Another site constraint is related to an existing retaining wall located within the Hill Street right-of-way
which falls immediately above the proposed 16-inch water main alignment. This existing timber crib
wallretains an existing parking area at the end of S. Aspen Street and will need to be removed to install the
proposed water main. After completing the installation of the water main the retaining wall could be
replaced to re-establish the parking area however the alignment may need to be modified to ensure the
wall is not located directly above the 16-inch water main.
Additionally, the horizontal and vertical design of the 16-inch water main took into account the proposed
site plan and grading design for both the Lift One Lodge and Gorsuch Haus project’s under developed
conditions. With this said, as the water main tracks through Lot 2 of the Gorsuch Haus project the vertical

design of the water main took into account the proposed grading of the ski way and re-aligned Mountain
Road. Consequently, if the water main were installed ahead of the Gorsuch Haus development,and
associated grading improvements for the ski way and re-aligned Mountain Road, then approximately 130-ft
of the water main would be buried at a depth that exceeds the maximum allowable bury depth. This would
be in addition to the portion of water main that is currently designed at depths that exceed the maximum
allowable bury depth to avoid creating a high point in the line which was discussed with City Engineering
and the City Water Department and determined acceptable.
Lastly, the northern portion of the Gorsuch Haus’s below grade parking structure falls approximately 20-ft
south of the proposed 16-inch water main and approximately 2.5-ft below the proposed 16-inch water main.
This may influence the type of shoring system that will be required to excavate the northern portion of the
Gorsuch Haus’s parking structure.
Scenario #2:
This scenario assumes that the Gorsuch Haus commences contemporaneously with the Lift One Lodge
project and assumes the obligation of installing the 16-inch water main. Under this scenario the timing of
the installation of the 16-inch water main will likely occur early in the construction process while other site
utilities are being installed and over-lot grading is performed. Therefore, Lift 1A building will have been
razed, existing timber walls removed, and existing grades will be closer to final grading conditions thereby
resolving several of the constraints considered under Scenario #1. However, as noted above,
consideration will be required as it relates to the shoring of the northern portion of the Gorsuch Haus
building if the 16-inch water main is installed prior to excavating the parking structure.
Lastly, and under either scenario, both projects will need to coordinate on the timing of any work
associated with the installation of the 16-inch water main and/or decommissioning of the 12-inch existing
water main to ensure work aligns and proceeds in a cooperative manner without impacting the other’s
construction schedule.
Exhibits A.1 & A.2 illustrate sections along the proposed 16-inch water main which reflect existing
conditions as well as the proposed conditions under the Lift One Lodge and Gorsuch Haus projects.
In conclusion, the 16-inch water main was designed considering both the Lift One Lodge and Gorsuch
Haus projects and the Lift1A decommissioning and relocation. The alignment improves the previously
approved design by eliminating several horizontal bends and increasing the separation from the proposed
Lift One Lodge building and property line thereby improving the hydraulics of the 16-inch water main as
well as future maintenance and access as compared to what was approved under the One Aspen
Construction Drawings. In addition, the 16-inch water main can be constructed with either of the projects,
however there are some existing conditions that will need to be considered as well as future shoring
requirements for the Gorsuch Haus project if the 16-inch water main is installed with the Lift One Lodge
project and ahead of the Gorsuch Haus project. Lastly, final design, construction sequencing, schedule,
means and methods will ultimately be determined by the contractor after coordinating with the City
Engineering and City Water Departments and prior to construction.
