1.0 General Project Scope
The Racquet Club Condo Association is located within the City of Aspen in the Alpine Acres
Subdivision.The project consists of constructing two new garage buildings consisting of four garage
units for the Racquet Club Condo Association.
This includes the following:
-Site work(Tree Removal,Asphalt Parking Area Removal,Storm Drain, Excavation, Retaining
Walls)
-Utility Work
-Constructing New Foundations and Wood structures
- Final paving& Landscaping
2.0 Project Introduction
This project consists of building two free standing garage structures from the ground up. The two
garages will be single story slab on grade construction. Each garage unit is noted by West
Garage(Unit 1&2) and East Garage(Unit 3&4).Total sqft per unit is 1888sqft.The West Garage
will have an added Wildlife Resistant Trash Enclosure.
2.1 Total disturbance area.
The construction of the two new garage units will require new concrete foundations, site
excavation , Storm inlet, retaining walls and new pavement.There also may be the need to
re-locate utilities if required.Total square footage of area impacted by excavation for each
unit shall not to exceed 1,500 SF. See landscape and grading plan for areas of disturbance
and re-vegetation.
2.2 Vicinity Map
Driving directions; From Hwy. 82 take North Mill St Right on Gibson Ave until it turns to
South Avenue veer right on Park Circle Rd,then Right on King Street,then Right on Gibson
Ave then Right on Matchless Drive.

2.3 Description
This project is new construction of 4 garage units. There will be site work involved to alter
the site grade to align with the new structure layout to provide adequate drainage and
improve the property.This project includes minimal retaining walls to allow the garage units
to be built.These are single level units with connected wildlife resistant trash enclosure
attached to West Garage.
Zone district—R-6
Building Use is—Multi Family Residential-R-2
OCC Group is—Type VB (type of construction)

3.0 Project Documentation
3.1 Permits
The plans have been submitted to City of Aspen for a building permit. Permit number is
pending. Upon issuance, copies of all applicable local, state and

federal licenses and permits will be maintained at the project site office. Applicable permits
will be listed and described in the CMP, and copies of the documents will be attached
hereto. All associated and applicable Electrical, Plumbing, Mechanical, Roofing to follow
pending approvals.
3.2 Public Notification
This property is located within Alpine Acres subdivision. Surrounding neighbors will be
notified of construction related impacts and a brief description of the project,timeline, and
will be provided with BUNCHMAN ENTERPRISES on site and office contact info.There shall
be no foreseen traffic delays due to the construction of these units. Normal construction
traffic will access from Matchless Dr. into the RCCA. Large loads will have proper signal
crews to aid access to and from the site.
3.3 Project Sign
A project sign shall be constructed and posted as required.The sign shall be posted in a
location where it is readable from the street or driveway and shall meet criteria in City
Municipal Code 26.510.03064.

4.0 Project Implementation
4.1 Dates of Construction
Construction is expected to start May 15, 2020 and run continually for approx.3 months
following the start date.
4.2 Hours of Construction
Construction shall be limited to 7:30AM—5:30PM Monday through Friday and 9AM -5PM
on Saturday. No construction is permitted on Sundays, or federally designated holidays.

All activity that generates noise in excess of 70 decibels requires a noise suppression plan
and is restricted to operating between the house of 9AM and 5PM Mon— Fri.
4.3 Adjoining Properties
Adjoining private property and public right of way will be supported and protected from any
damage that might result from construction operations. The construction process will be
sensitive to the adjoining properties and protect the property from any damage that might
result from construction operations.Adjoining property owners will be given notice of any
construction related impacts that may directly affect the property.
4.4 Project Fencing
Fencing will be on an as needed basis and used mainly for safety protection requiring high-
viz orange plastic fencing with driven stakes. Access gate fencing will be established with a
6' tall chain link fence with a wind screen on an as needed basis.
4.5 Natural Environment
The project will require several trees be removed in order to complete the overall new
construction submitted for review. All other remaining trees, within the construction area
of the remodel, shall be fenced with a low snow fence style type fencing,to maintain their
drip line. Every effort will be made to have little or no impact on the remaining trees.
General shrubs and weeds shall be removed at the time of construction excavation in
preparation for future landscaping. Currently the site is somewhat overgrown with
unkempt shrubs, railroad retaining wall and weeds to be removed and replaced with new
landscaping
4.6 Parks Issues
Applicable permission will be sought pending the selection of trees to be removed and trees
to remain.
5.0 Parking Management
5.1 Construction Parking Details
All workers will be encouraged to use public transportation and to carpool. Onsite parking
will be allowed and should be ample.All overflow parking shall be done at the Brush Creek
Intercept Lot.
5.2 Emergency Vehicle Access

The contractor shall maintain continuous emergency vehicle access, on and around site.
Including but not limited to police,fire and ambulance services.This includes projects in
and along the driveway.This project will be compliant with the section listed in Ordinance
35, (see Appendix B).
5.3 Staging Areas
See the CMP plan for construction staging area locations (Appendix C)
5.4 Construction trailer, material storage,waste management
- Construction trailer/offices will be located on the property in the driveway in close
proximity to the proposed footprint of the West Garage. Materials staging will be
contained to the area close to the drive way entrance off Gibson Ave. Once the garage is
dried in, material will also be stored inside the garage space. See CMP for locations of
staging, office trailer, dumpster, and portable restrooms.
- Trash dumpsters and recycling container locations.There will be recycling receptacles
for cans and bottles and cardboard and other recyclable packaging materials. Per Pitkin
County Code, any dumpster or trash receptacle that is used for food refuse must be
compliant with the City of Aspen Wildlife Protection Ordinance. All construction waste
containers shall be adequately covered at all times until transferred to the landfill.The
application shall prevent any accumulated debris, litter, or trash on any construction site
to blow or scatter onto adjoining properties.
6.0 Traffic Control
6.1 General
All traffic control operations shall be managed by the designated traffic control supervisor.
Traffic control personal shall wear clothing designating them as traffic control and shall be
able to successfully convers with the public.
6.2 Haul Routes
The hauling of material will go through the City of Aspen.Trucks will route from the site
location along Gibson Ave onto Park Circle.There are two route connects to Highway 82.
Proceed right off of Matchless Drive onto Gibson Ave to North Mill St. to Hwy. 82, or
proceed left onto Gibson Ave. to Park Ave then Left on E. Cooper to Hwy. 82 (see Appendix
A& C)

6.3 Delivery Requirements
Delivery vehicles may be onsite throughout the renovation between 7AM and 3PM and will
be coordinated by the site supervisor and shall occur while the site supervisor is on site.
Delivery vehicles and all other onsite vehicles are not allowed to idle for more than five
minutes,with the exception of generators or PTO type operations. Deliveries for the project
shall be estimated according, but not limited to the following: Delivery and construction

6.4 Traffic Control Plan
There is currently no foreseeable need to close the street for any construction related
activities. If there is a need for any closure one lane of traffic will remain open and traffic
will be easily diverted. When it becomes necessary to access the ROW appropriate permit
shall be applied for and received before any and all work takes place.There are no
foreseeable delays in traffic in the surrounding community
8.0 SEDIMENT AND EROSION CONTROL
8.1 Storm Water Pollution Prevention Plan
All necessary Best Management Practices (BMP's)will be in place and
maintained in order to minimize dirt entering the streets. Primary strategies
are as follows:

8.1.1 Avoid unnecessary site disturbance.
8.1.2 Maintain grading; install silt fences and sediment traps prior to any soil disturbance.
8.1.3 The installation of a tracking pad will be Installed upon completion of
asphalt demo.. BUNCHMAN ENTERPRISES will make sure that the short
ramp into the excavation is kept as mud free as possible by use of
screened rock over geo-textile fabric and not using the ramp in wet
conditions.
8.1.4 The washout of concrete chutes will have to be done back into the
concrete trucks due to the lack of space on site. BUNCHMAN ENTERPRISES
will do everything they can to make sure that the concrete trucks do not
wash out illegally offsite.
8.1.5 Hard plastic kiddie pools will be used to protect the ground below the
concrete pump transfer points. Spills captured will be allowed to dry and
will be placed in the site trash receptacle.
8.1.6 Pathways around the building will be stabilized primarily through the
use of screened rock over geo-textile fabric.
8.2 BMPs for Storm Water Pollution Prevention
Best Management Practices (BMPs)will be employed for storm water
management as indicated in the following sections.The construction
sequencing will help minimize the total area of disturbance at any particular
point in time.
a) Structural Practices:
a. Silt fences will be installed on the downhill sides of all areas of
disturbance as shown on the civil engineer's drainage and erosion
control plans.
b. All open excavations will include the temporary development of a
low point with a sump/pump for the removal of stormwater. The
sump inlet will be protected with straw bales or a Dandy Bag type
sediment filtration measure.
Clear sump effluent will be discharged where it will not cause
further erosion (to be determined based on construction phasing
and available outlet areas at that time).
c. Temporary diversion ditches and swales will direct runoff from
other site areas through straw wattle and hay bale filtration prior
to discharge off the site.The exact location and alignment of these
structures will be determined in the field based on project phasing
and the space needed for construction staging.
d. Fugitive dust control will be achieved using a hose and spray nozzle.
e. Surface roughening will be conducted in newly excavated areas to

provide temporary stabilization when other temporary
stabilization measures are not feasible (such as gravel or
temporary vegetation) or will not be provided immediately.
f. If for any reason construction is delayed for a period of time
exceeding 30 days, more permanent stabilization will be put into
place including backfilling open excavations and reestablishing
vegetation with seed and mulch.
b) Non-Structural Practices: Pollution prevention will be stressed among
all employees and sub-contractors, including adequate training of
personnel and frequent monitoring of activities.
a. Proper facilities and procedures will be used for on-site waste
storage and disposal. Daily inspection and maintenance of waste
disposal areas will be conducted. Where possible,waste
containers will be covered, and waste storage areas will be
fenced.
b. The contractor will ensure that good housekeeping will be
employed during construction, with all work, materials storage and
waste storage areas kept in a neat and orderly condition.
c. Existing trees and mature vegetation that are not to be removed
will be protected during construction to limit unnecessary
disturbance of site soils and maintain natural erosion control.
c) Materials Handling:
a. All potentially hazardous materials will be stored off site. In the
event that any such materials are stored on site,toxic materials and
petroleum products will be enclosed and contained in an
impervious elevated basin sized large enough to hold the volume of
the hazardous materials being contained.
b. Any spill or discharge or construction related materials will be
cleaned up immediately and disposed of accordingly.
c. Any spill not properly contained and cleaned-up will be reported to
the proper authorities.

All temporary BMPs will remain in place until construction is complete and
revegetation has been verified to have taken hold. Final stabilization and
long term storm water quality are addressed by the civil and landscape
drawings submitted as part of the building permit submittal package.
8.4 Inspection and Maintenance Procedures
a) A thorough inspection of the storm water management system will be
performed at least every 14 days, and after any precipitation event that
causes run off.The inspection will include the observation of the
construction site perimeter and discharge points, all disturbed areas, and
material storage areas exposed to precipitation. All erosion and sediment
control measures will be inspected for integrity and functionality(e.g.,
sediment fences, hay bales, straw wattles,temporary swales and ditches).
b) Damaged or ineffective BMPs will be fixed and/or replaced. Removed
sediment will be placed where it will not become an additional pollution
source.
c) When necessary, BMPs will be added, removed or replaced with more
effective measures. All such actions will be documented and the SWMP
will be updated to reflect those changes
8.5 All exporting of materials off site will be done while traveling on a paved driveway. Should
the site become muddy, a tire wash and or tracking pad shall be set up on site to contain
any soils before they can be tracked onto city streets. All concrete trucks will be required to
wash into a location where, after drying, the concrete the debris can be loaded into a
dumpster.

9.0 Fugitive Dust Control
9.1 For the purpose of this project all excavation is expected to be through organic soils, and
dust control during excavation shall consist of watering with a water truck a minimum of 3
times per day and watering via truck as required.The driveway access is currently paved.
Blowing dust will be mitigated with sprayed water, including a water truck when necessary.
Construction dust from cutting and or grinding will be done with wet cutting when possible.
Site cleanliness will be of the utmost importance in order to reduce overall dust.There is no
expected sandblasting for this project.The primary means for controlling dust will be to wet
down the dust emitting source three times a day under dry conditions or as directed by the
City Construction Mitigation Officer.
9.2 All dust suppression during construction will adhere to the Performance Standard and Site
Maintenance requirements as required per the Smuggler Mountain Superfund Site

requirements.There will be continued watering of site and spoils pile (3)time per day.
When construction activities are not occurring the spoils will be covered and tarped to keep
dust suppressed.

10.0 Emissions
10.1 General
All vehicles and equipment used on site will be properly maintained such that the engines
will function within manufacture's standards or parameters.
10.2 Emissions from Diesel Powered Engines
Emission from diesel engines operated with the UGB shall be of a shade or density no darker
than 40%opacity, except for starting motion no longer than 10 seconds or for stationary
operations not exceeding 10 seconds.
11.0 Noise Suppression
11.1 General
The noise limit for construction is 80 decibels measured at the property line of the
construction site. All construction equipment shall be adequately muffled and
maintained to minimize project noise.The installation of noise barriers is the minimum
technique to suppress noise, especially when jack hammering or concrete occurs.
11.2 Noise Suppression Plan
All activity that generates noise in excess of 70 decibels requires a noise suppression
plan as need if activates are flagged on site to exceed the allotted decibels.This would
include but not limit the use of sound dampening measures, fencing or blankets and is
restricted to operating between the hours of 9AM—5PM Monday through Friday.
