An existing gravel parking area will be sufficient for contractor parking, staging, and deliveries. 2.2 Project Vicinity Map See Attachment A – Project Vicinity Map 2.3 Project Description 1215 Snowbunny Lane is a residential development featuring an existing three story framed building which will be renovated. The renovation will focus on the renovation of Unit B and encompass both units A and B for roofing scope. The project scope includes interior renovation and exterior improvements. Interior improvements will include updated layout, fixtures, finishes and appliances. Exterior improvements will include new siding, windows, and roofing. 3.0 PROJECT DOCUMENTATION 3.1 Permits / Other Documents This CMP is being submitted as part of the application for a building permit. Asbestoses abatement permits if required will been attained through the state. The plan sets being submitted for permit include all applicable City of Aspen approvals. Copies of all permits issued by the State of Colorado and the City of Aspen will be kept on site along with all approved permit drawings and specifications. 3.2 Public Notification A project update will be provided to the public periodically when pertinent changes occur via on-site notices or other means of notification acceptable to the City of Aspen. The update will be distributed directly to neighbors located within 300 feet of the project property. The first public notification will occur no later than 10 days prior to construction. The notification will list the project representatives and will provide the date and time for a preconstruction meeting to be held before the work starts. The meeting will be held to discuss the project and summarize the project Construction Management Plan. GF Woods will invite neighboring property owners, representatives of the utility companies and representatives of applicable City departments to the preconstruction meeting. The estimated project duration is seven (7) months putting the projected completion date at May 2022. Any work within the City of Aspen Right of Way will not commence prior to obtaining the appropriate permits from the City of Aspen Engineering Department 4.2 Hours of Construction GF Woods construction understands that construction hours are limited to 7:30am – 5:30pm Monday through Friday and 9am – 5pm on Saturday. GF Woods further understands that no construction is permitted on Sundays, 4th of July day and/or weekend if it falls on a Friday or Monday, Memorial Day and Labor Day weekends, Thanksgiving Day, Christmas Day, and New Year’s Day. GF Woods further acknowledges the following restrictions, the project is located outside the CRA: During Presidents Day: · Projects located in the Central Resort Area (CRA) are not permitted to work on any exterior elements, however interior work may be permitted with prior approval. · Projects outside the CRA will be permitted to work. During the Christmas week · Projects located in the Central Resort Area (CRA) are not permitted to work on any exterior elements, however interior work may be permitted with prior approval. · Projects outside the CRA will be permitted to work. During Holiday Season: · Holiday Season is defined as the days of the week leading up to Christmas until New Year’s Day. Refer to Appendix J for Holiday Season dates. · Projects located in the Core are not permitted to work on any exterior elements, however interior work will be permitted. During the Food & Wine Festival in June (Friday thru Saturday): · Projects located in the Central Resort Area (CRA) are not permitted to work projects outside the CRA will be permitted to work. GF Woods understands that specific indoor activities during restricted periods may be permitted with approval from the City of Aspen Engineering Department and that specific conditions will be applied to each project separately. During the off-season 24 hour a day interior work may be permitted within the CRA. If GF Woods wishes to work 24 hours a day, GF Woods will present a work plan to the City of Aspen Engineering Department and agrees not to work outside of the normal construction hours unless approved by the city. Re-framing of partition walls, stairwells, and new window locations. New windows, siding and roofing will be installed. Mechanical and plumbing equipment will be re-used where applicable and otherwise be provided as new. New drywall and finishes will be installed. Fixtures and appliances will also be provided and installed. Utility upgrades are not currently included in this project scope. 4.4 Adjoining Properties GF Woods understands and agrees that no person shall excavate on land close enough to a property line to endanger any adjacent public street, sidewalk, and alley, other public or private property, or easement, without supporting and protecting the property from any damage that might result from construction operations. GF Woods will coordinate with occupants of adjoining properties and will work with said residents to help mitigate construction impacts. This will include identifying adjacent occupants and providing notice 10 days prior to construction. GF Woods will work with the adjoining properties to mitigate impacts to their events and programs. This will include maintaining sight lines to adjacent businesses as necessary. 4.5 Project Fencing Site fencing is not anticipated to be required at this time. Existing fencing separates the area of work form adjacent properties. See attachment C for details. 4.6 Public Health and Welfare This construction management plan was devised to protect and respect the public health and welfare. 4.6 Natural Environment Project impact to surrounding trees is not anticipated. GF Woods will ensure that construction activities are not preformed within the critical root zones of existing trees. Limited landscaping scope is not anticipated for this project. 5.0 SITE AND RIGHT OF WAY MANAGEMENT 5.1 Right of Way Management Plan An existing asphalt parking area will be sufficient for contractor parking, staging, and deliveries. Encroachment into the public ROW is not anticipated at this time. If encroachment is required GF Woods will coordinate approval with the City. 05/24/2022 All work requiring a Temporary Encroachment Permit will be applied for at least 48 hours in advanced and work will not be performed without an issued TE permit. See attachment E; Ordinance # 35 5.3 Construction Parking Details The 1215 Snowbunny Ln project will minimize the number of vehicles traveling to the site by taking the following measures: Traffic Demand Management Plan: 1. Carpool Program – GF Woods will require its employees and employees of its subcontractors to form carpool groups of two or more adults to reach the worksite. These carpools will originate no further up valley than the Brush Creek Intercept Lot. GF Woods will keep copies of carpool passes issued to said carpools for inspection by the city. 2. One Company Vehicle per Subcontractor – GF Woods will include a provisions in its subcontracts for this project requiring that each subcontractor bring only one company vehicle per day into the City of Aspen for work related to the Victorian Square project. GF Woods understands that no construction parking will be permitted within the free two-hour residential parking areas without a valid permit 5.4 Staging Areas The project does have on site staging of materials will be designated to certain staging zones listed on the Site Plan Attachment; D The number of truckloads expected to and from the site are estimated as follows: Building Demolition 5 Siding 1 Roofing 1 Windows 1 Drywall 1 Framing 1 Flooring 1 Interior Finishes 3 Mechanical 1 Electrical 1 Plumbing 1 Miscellaneous trucks 4 Total Trucks 21 05/24/2022 G.F.Woods Construction 430 E Hyman Ave Aspen, CO 81611 970-544-1833 office / 970-948-6483 cell GF Woods does not plan to use a crane for this project. All trucks and material deliveries will be staged within the site. GF Woods understands that ROW encroachments are to be minimized and used as a last resort in all cases. GF Woods understands that it shall obtain ROW encroachment permits from the City Engineering Department before proceeding with said encroachments. 5.5 Right of Way Limitations GF Woods understands the Limitations for Encroachment Zones set forth in the CMP Requirements Manual. Please refer to the ROW management plan. See Attachment D – CMP Site Plan 5.6 Construction Trailer, Materials Storage and Waste Management A job trailer will be mobilized for this project. The attached CMP Site Plan shows the areas designated for job materials storage, portable restrooms, and waste management and recycling containers. GF Woods understands that loose job material storage is not allowed in ROW under any circumstance. GF Woods understands that it must submit a waste management plan to the City prior to beginning demolition or construction. Due to space limitations, it will not be practical to sort materials for recycling on site. GF Woods will be relying on waste receiving facilities and the companies receiving materials for recycling and salvaging to uses their discretion and optimize recycling and reuse wherever possible. See Attachment F – Construction Waste Management Plan GF Woods further understands that: 1. Project must recycle co-mingled materials (plastics #1-#7, tin, aluminum, and glass). 2. Project must recycle cardboard. 3. GF Woods shall provide containers or bins for recycling these materials. 4. Project must comply with Colorado and Aspen landfill bans, i.e. no disposal of electronic waste, fluorescent light bulbs, hazardous waste or yard waste and that said banned materials shall not be disposed of in the trash. 5. Any dumpster or other trash receptacle that is used for food refuse must be constructed in such a manner as to render it bear proof and that all such containers shall be adequately covered at all times until transferred to the landfill. 6. It is unlawful to permit accumulated debris, litter, or trash on any construction site to blow or scatter onto adjoining properties. 7. An onsite hazardous material spill cleanup kit is required, as specified by the City Engineer, that contains, at a minimum, a 25 pound bag of Floor- Dri (or equal), absorbent pads, and other spill kit materials. 05/24/2022 G.F.Woods Construction 430 E Hyman Ave Aspen, CO 81611 970-544-1833 office / 970-948-6483 cell 6.0 TRAFFIC CONTROL 6.1 General GF Woods understands that all traffic control operations shall be managed by the designated certified traffic control supervisor and that traffic control plans are to be submitted to and approved by the city prior to impacting auto or pedestrian traffic. 6.2 Haul Routes See Attachment G - Haul Route Map 6.3 Onsite Vehicle Limitations Any construction vehicle being utilized for construction purposes and deliveries will be staged within the jobsite. All vehicles bring workmen, materials and equipment to the site will comply with State of Colorado weight restrictions. 6.4 Delivery Requirements GF Woods Construction understands and agrees that: 1. Traffic control required for deliveries must be fully coordinated with the City of Aspen Engineering Department. 2. Roads will not be closed under any circumstances, unless granted permission from the City of Aspen Engineering Department. 3. Deliveries times will be coordinated so that only one large truck will be on site at any given time. 4. Deliveries will only occur during permitted working hours which are 7:30am – 5:30pm Monday through Friday and 9am – 5pm on Saturday. 5. Delivery and Heavy Duty Vehicles must have a visible sign on the vehicle that specifies the project contractors name and phone number. 6. Delivery vehicles and all other onsite vehicles are not allowed to idle for more than five (5) minutes, with the exception of generators or PTO type operations. 7. GF Woods will adhere to the city’s idling policy which is attached hereto as Attachment – H See Attachment H – Engine Idling Policy 6.5 Traffic Control Plan GF Woods or applicable subcontractor will submit a Traffic Control Plan (TCP) as required prior to interfering with traffic on any public right-of-way. Any TCP will be prepared by a State Certified Traffic Control Supervisor. The plan will conform to the most current edition of the Manual of Uniform Traffic Control Devices for Streets and Highways (MUTCD) and be submitted to the City of Aspen Department of Engineering for approval/permitting. The project is not located in a school area and does not interfere with any school bus stops or school walk routes. 05/24/2022 G.F.Woods Construction 430 E Hyman Ave Aspen, CO 81611 970-544-1833 office / 970-948-6483 cell 7.0 PEDESTRIAN PROTECTION 7.1 General GF Woods will comply with pedestrian safety per City code 21.04.060, MUTCD Chapter 6D, the Americans with Disability Act, and IBC Chapter 33. GF Woods understands that Sidewalk closures in the core will not be permitted. Pedestrians must be accommodated without having to cross the street. Short duration closures in the core may be considered during the off season 8.0 SEDIMENT AND EROSION CONTROL 8.1 Storm Water Pollution Prevention Plan All necessary Best Management Practices (BMP’s) will be in place and maintained in order to minimize dirt entering the streets. Primary strategies are as follows: · Avoid unnecessary site disturbance. · Maintain grading; install silt fences and sediment traps prior to any soil disturbance. · The installation of a tracking pad will be impractical due to the limited space available. GF Woods will make sure that the short ramp into the excavation is kept as mud free as possible by use of screened rock over geo-textile fabric and not using the ramp in wet conditions. · The washout of concrete chutes will have to be done back into the concrete trucks due to the lack of space on site. GF Woods will do everything they can to make sure that the concrete trucks do not wash out illegally offsite. · Hard plastic kiddie pools will be used to protect the ground below the concrete pump transfer points. Spills captured will be allowed to dry and will be placed in the site trash receptacle. · Pathways around the building will be stabilized primarily through the use of screened rock over geo-textile fabric. 8.2 BMPs for Stormwater Pollution Prevention Best Management Practices (BMPs) will be employed for stormwater management as indicated in the following sections. The construction sequence as indicated in 4.3 above will help minimize the total area of disturbance at any particular point in time. a) Structural Practices: a. Silt fences will be installed on the downhill sides of all areas of disturbance as shown on the civil engineer’s drainage and erosion control plans. b. All open excavations will include the temporary development of a low point with a sump/pump for the removal of stormwater. The sump inlet will be protected with straw bales or a Dandy Bag type sediment filtration measure. Clear sump effluent will be discharged where it will not cause further erosion (to be determined based on construction phasing and available outlet areas at that time). 05/24/2022 G.F.Woods Construction 430 E Hyman Ave Aspen, CO 81611 970-544-1833 office / 970-948-6483 cell c. Temporary diversion ditches and swales will direct runoff from other site areas through straw wattle and hay bale filtration prior to discharge off the site. The exact location and alignment of these structures will be determined in the field based on project phasing and the space needed for construction staging. d. Fugitive dust control will be achieved using a hose and spray nozzle. e. Surface roughening will be conducted in newly excavated areas to provide temporary stabilization when other temporary stabilization measures are not feasible (such as gravel or temporary vegetation) or will not be provided immediately. f. If for any reason construction is delayed for a period of time exceeding 30 days, more permanent stabilization will be put into place including backfilling open excavations and reestablishing vegetation with seed and mulch. b) Non-Structural Practices: Pollution prevention will be stressed among all employees and sub-contractors, including adequate training of personnel and frequent monitoring of activities. a. Proper facilities and procedures will be used for on-site waste storage and disposal. Daily inspection and maintenance of waste disposal areas will be conducted. Where possible, waste containers will be covered, and waste storage areas will be fenced. b. The contractor will ensure that good housekeeping will be employed during construction, with all work, materials storage and waste storage areas kept in a neat and orderly condition. c. Existing trees and mature vegetation that are not to be removed will be protected during construction to limit unnecessary disturbance of site soils and maintain natural erosion control. c) Materials Handling: a. All potentially hazardous materials will be stored off site. In the event that any such materials are stored on site, toxic materials and petroleum products will be enclosed and contained in an impervious elevated basin sized large enough to hold the volume of the hazardous materials being contained. b. Any spill or discharge or construction related materials will be cleaned up immediately and disposed of accordingly. c. Any spill not properly contained and cleaned-up will be reported to the proper authorities. i. Aspen Fire Department, Fire Marshal: 925-2690 ii. National Response Center: 800-424-8802 05/24/2022 G.F.Woods Construction 430 E Hyman Ave Aspen, CO 81611 970-544-1833 office / 970-948-6483 cell 8.3 Final Stabilization and Long-Term Stormwater Quality All temporary BMPs will remain in place until construction is complete and revegetation has been verified to have taken hold. Final stabilization and long term stormwater quality will be addressed by the civil and landscape drawings if submitted as part of the building permit submittal package. 8.4 Inspection and Maintenance Procedures a) A thorough inspection of the stormwater management system will be performed at least every 14 days, and after any precipitation event that causes run off. The inspection will include the observation of the construction site perimeter and discharge points, all disturbed areas, and material storage areas exposed to precipitation. All erosion and sediment control measures will be inspected for integrity and functionality (e.g., sediment fences, hay bales, straw wattles, temporary swales and ditches). b) Damaged or ineffective BMPs will be fixed and/or replaced. Removed sediment will be placed where it will not become an additional pollution source. c) When necessary, BMPs will be added, removed or replaced with more effective measures. All such actions will be documented and the SWMP will be updated to reflect those changes. 9.0 FUGITIVE DUST CONTROL 9.1 Dust Control Plan The project’s Dust Prevention and Control Plan are as follows: · Avoid unnecessary site disturbance. · During construction a hose and spray nozzle will be used on exposed soils as necessary to mitigate air born dust. · Exported soils and other debris will be hauled off via covered dump trucks. All areas directly surrounding the site will be maintained daily with thorough cleanings taking place every Friday afternoon. · 24 Hour Contact: Greg Woods – 970.948.6483 05/24/2022 G.F.Woods Construction 430 E Hyman Ave Aspen, CO 81611 970-544-1833 office / 970-948-6483 cell 10.0 EMISSIONS 10.1 Maintenance GF Woods understands that all vehicles and equipment used on site will be properly maintained such that the engines will function within the manufacture’s standards or parameters. 10.2 Opacity GF Woods Understands that emissions from diesel engines operated within the City of Aspen shall be of a shade or density no darker than 40% opacity, except for starting motion no longer than 10 seconds or for stationary operation not exceeding 10 seconds. 11.0 NOISE SUPPRESSION 11.1 General GF Woods understands that projects located in the Core are limited to 70 dB at the property line during the summer and winter season and 80 dB at the property line all other times of the year. All construction equipment shall be adequately muffled and maintained to minimize project noise. The installation of noise barriers is the minimum technique to suppress noise, especially when jack hammering of concrete occurs. 11.2 Noise Suppression Plan Noise suppression is not anticipated to be required for this project. 11.3 Continued Noise Monitoring Noise monitoring is not anticipated to be required for this project. 05/24/2022 ATTACHMENT A - VICINITY MAP 05/24/2022 1215 Snowbunny Ln 1215 Snowbunny Ln TBD TBD Attachment B project sign 05/24/2022 building to be renovated staging and material storage within existing fence contractor parking in existing drive construction trailer portable restroom Attachment C Site Plan 05/24/2022 ORDINANCE NO. 35 SERIES OF 2002) AN EMERGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, TO AMEND SECTION 11.04 OF THE MUNICIPAL CODE OF THE CITY OF ASPEN - FIRE PREVENTION AND PROTECTION AND TO AMEND SECTION 24.16 OF THE MUNICIPAL CODE OF THE CITY OF ASPEN - RESIDENTIAL PARKING PERMIT SYSTEM FOR THE PURPOSE OF IMPLEMENTING NEW REGULATIONS ENSURING THE SAFETY OF CONSTRUCTION SITES. WHEREAS, the City Council of the City of Aspen directed the Community Development Director and the Chief Building Official of the Community Development Department to propose amendments to the Municipal Code to improve fire protection for construction sites and knprove emergency access and parking for construction sites; and,WHEREAS, the amendments requested relate to Section 11.04.030, FirePrevention and Protection - Amendments, and to Section 24.16, Residential Parking Permit System, of the Aspen Municipal Code; and,WltEREAS, pursuant to Section 1.04.060, amendments tothe Municipal Code may be approved by City Council by adoption of an Ordin~ance; and,WHEREAS, the Chief Building Official, the Community DeVelopment Director,and the Aspen Fire Marshal recommend adoption of the amendments, as described herein,to the afore mentioned sections for the purpose of protecting the public health, welfare,and safety; and, WItEREAS, City Council reviewed and considered the recommendations of the Chief Building Official, the Community Development Director, the Aspen Fire Marshal, and members of the public during a duly noticed public hearing; and,WHEREAS, the City Council finds that the amendments, as hereinafter described,meet or exceed all applicable standards and that the approval is consistent with the goals and elements of the Aspen Area Community Plan; and,WHEREAS, the City Council finds that this Ordinance furthers and is necessary for the promotion of public health, safety, and welfare and should he adopted as an Emergency Ordinance pursuant to Section 4.11 of theCity Charter.NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, THAT:Section 1:Section 24.16 of theMunicipal Code of the City of Aspen, Colorado, which section defines, describes, authorizes, and regulates the on-street parking permit program within the City of Aspen shall hereby be amended by adding a section related to requirements for construction staging areas, construction parking areas, and emergency access areas for construction sites within the City of Aspen which said section shall read as follows:Ordinance No. 35, Series of 2002 Page 1 Attachment D 05/24/2022 24.16.240 Construction Staging Area, Parking, and Emergency Vehicle Access Management Plan To ensure proper public health, welfare, and safety, the City of Aspen requires approval of job site plans describing construction staging area(s), location and number of construction-related vehicles, and ensuring proper emergency vehicle access for construction projects within the City of Aspen. These plans are required for all residential construction or remodeling of1,500 square feet, or more, for any construction or remodeling involving multi-family buildings (three or more units),or for any construction or remodeling involving commercial buildings. All other construction activity shall be considered exempt from these provisions.The construction project shall be issued street parking permits for the expected duration of the project for a fee. Parking permits issued, pursuant to an approved Construction Staging Area, Parking, and Emergency Vehicle Access Management Plan, shall permit the all-day on-street parking of construction related vehicles within the specified construction parking area for the duration of the construction project. Construction vehicles parked outside of the approved area or after the specified construction duration shall be considered in violation.The Chief Building Official shall require submission of a Construction Staging Area, Parking, and Emergency Vehicle Access Management Plan with submission of building permit documents. A building permit shall not be issued until such plan has been reviewed and approved by the Chief Building Official.All construction staging and construction parking shall be confined to the areas defined in the approved plan for the job site. As an alternate, an approved fire watch plan and schedule may be substituted for the alarm requirement; 3. Associated supply lines shall be protected from flame or heat impingement resulting in failure of the appliance or supply hoses resulting in flee flow of volatile fuel into the atmosphere and/or fire situation; 4. A free flow shut-off value shall be required on all propane tanks supplying temporary heat systems; or,5. Any other plan acceptable to the Fire Marshal.Prior to the installation of any temporary heating device(s), the system equipment check list, prepared and maintained by the Fire Marshal, shall be submitted and approved by the Fire Marshal's Office.
