VALUATION AFFIDAVIT
AFFIDAVIT POLICY
All applicati;ns for a building permit within the City of Aspen are required to include a cert2ficat.`on of
compliance with building permit valuation requirements. The certification must be signed by the property
owner or authorized representative. The following cert`aication shall accompany the app icat on for a permit.

City of Aspen Ordinance No. 40 Series of 2016 adopts the 2015 International Residential Code (lRC) and
an'e!:ctibncc Building Code (IBC) with certain amendments. These codes define building valuation as follows:
R108.3 Building permit valuations, Building permit valuation shalt include total vaiue of the work for which a
permit is b,' rng issued, such as electrical; gas, mechanical, plumb:ng equipment, and other rerrnanent systems,
including meter+i.;s and Labor.
109.3 Building permit valuations. The applicant fora permit shall provide an estimated permit value at time
of application. Permit valuations shall include total value of work, including materials and labor, for which the
permit is being issued, such as electrical, gas, mechanical, plumbing equipment and permanent systems. If, in
the opinion of the building official, the valuation is underestimated on the application, the permit shall be
denied, unless the applicant can show detailed estimates to meet the approval of the building official. Final
building permit vaiva:?on shall be set by the buiiding o cial.

City policy indicates that permit valuation includes rklaLeriazs and labor for the structure and mechani:,'ai,
electrical, rgas,plumbing and fire sprinkler and elevator systems and equipment. Permanent systems such as
audio visual, lighting and HVAC controls are included in the total as are expenses dii ctiy related to construction
such as equipment renta° and contractor fees. Finish materials such as paint, floor coverings, the, cabinets and
counter tops are included in the permit valuation total.
