Plan drawings showing study outcomes and Aspen Electrical Utility Standards* referenced below are also attached to assist the review. • The benefits of the current proposed location include o the chimney acting to screen the visual of the equipment from the road o proximity to the Cabin basement mechanical room to limit pathing through the building o greatest distance from existing windows that will accommodate the necessary mounting dimensions without being on the front corner of the cabin. • Regarding the Meter: Page 30 (attached) of Aspen's Electrical Utility Standards* prohibits the mounting of meters to fences. The standards do show an option for a Unistrut frame or plywood-backed pedestal type support on page 69 (attached). Aesthetically this may not be an improvement as we can't deviate from the industrial plywood panel and 6"x 6"wood post or unistrut frame construction. o Option 1 remains to keep the meter at the location shown and to paint the box to better blend into the surrounding context. o Option 2 and 3 if the post solution is preferable to mounting on the cabin, the meter on the stipulated mount could be located in front of the cabin wall or at a point along the line noted in the attached plan. The Electrical Utility standards do encourage location of the meter so as not to interfere with sidewalks or obstruct windows/doors. Please see Level 01 Floor plan attached for reference. We've overlaid the electrical meter routing and suggested alternate locations. • Option 2 locates the painted meter on a painted Unistrut mount just in front of the cabin wall. • Option 3 locates the meter on a painted Unistrut mount near the fence, final location pending further coordination with Landscape. RECEIVED Page 1 of 2 09/13/2021 ASPEN BUILDING DEPARTMENT rowland+broughton architecture/urban design/interior design • Regarding the Disconnect: The project can locate the main circuit breaker inside the panel in lieu of showing a separate disconnect on the Pan Abode wall. This will eliminate one visible piece of equipment on the exterior wall. • Regarding the Panel: The cabin's main electrical panel (tagged with C on the drawings) cannot be relocated off of the building to a pedestal or fence. A main panel can't be remote from the building due to NEC 225.30. If a main panel is installed remote from the building, all wires going to the building are considered branch circuits and generally you can have only one branch circuit to a building. In this case putting a panel remote from the building ends up still needing a panel on or in the building to make it a single point connection,before it can then distribute out to separate circuits again. o Option A remains to keep the meter at the location shown and to paint the box to better blend into the surrounding context. o Option B and C are to put the panel inside the cabin, but it has to be right at the point where the service conductors enter the cabin (NEC 225.32). You can't put the panel in the middle of the cabin and have the feed from the utility just going through the cabin to get to it. So the panel can't be, for instance, tucked behind the door swing of the main bedroom, the way you would in a multifamily (where the main disconnect is likely on the exterior of the overall building or right where the service conductors enter). • Option B is not preferred as if we mount the panel on the inside of the Pan Abode wall, we are still creating holes in the historic wood and the interior living room will now host a large electrical panel on the fireplace feature wall. This is an undesirable solution. • Option C is to relocate the panel to the basement mechanical room. This will increase the mechanical room area but will eliminate the panel location on the exterior. Please see the attached sketch for more information. If this option is selected, please note that final configuration of the mechanical room may change pending further coordination with the MEP engineering team. • Screening is rejected as any screening would need to be removable/openable to allow code- required 3'-0"working clearances in front of all electrical equipment. This would cause the screen to project beyond the face of the chimney and would look out of place and constrain the adjacent patio area. • The project proposes to paint any exterior panel or meter box and mount to match the Pan Abode cabin or adjacent finishes vs. standard gray paint color. The manufactured home shall be installed on and secured to a permanent foundation and shall provide the necessary structural support for the meter socket attachment. Meters originally installed in accessible locations satisfactory to COA Electric, which become inaccessible by virtue of alterations or new construction, shall be reinstalled at a point designated by COA Electric at the expense of the property owner. The relocated service entrance installation shall conform to current COA Electrical Standards. Metersshall be installed: 1 Outdoors in a location that will be readilyaccessibletoCOA personnel at all reasonable hours for reading and maintenance. 2 In a locationwheretheywill be safefrom damage. Meters shall not be installed: 1 On fences, mobile homes, or construction trailers. 2 Where the meter will, in the opinion of COA, interfere with traffic on sidewalks, driveways, hallways or passageways. 3 Where the meter will, in the opinion of COA, obstruct the opening of doors or windows. 4 In a location that may, in the opinion of COA, be considered hazardous. 5 Where meter reading or servicing may, in the opinion of COA, become impracticable. 4.10 Meter Installation Installation of line-side (ahead of the meter) facilities shall be in conformance with the Standard Electrical Details Section drawings. Installation of the meter socket is the responsibility of the customer. Meter sockets and associated equipment, both indoors and outdoors, shall be mounted securely and plumb. Expansion bolts, plugs, or anchors shall be used where attachment is made to masonry, concrete, or plaster walls. Refer to the Standard Electrical Details Section, Drawings SC-40. The customer shall provide suitable protective equipment approved by COA Electric if a meter location puts the meter at risk of damage from any means, including falling ice or snow from roof overhangs.
