There are demolition plans to modify the walls in the back storage nooks, requiring renovation of select surfacing and miscellaneous materials. *The walls are not known to be load bearing. If load bearing walls are to be removed, additional inspection of surrounding materials that will be disturbed should be inspected prior to proceeding. Suspected Surfacing Materials (Texture/Compound) was inspected and sampled in the areas of the building requiring renovation, including: Skim Coat Texture on the North Wall in the Lobby (HA-A) and Hand Texture on the Walls in the Lobby Storage Nooks (HA-B). Miscellaneous Materials with suspected Asbestos Containing Building Materials were sampled in the areas of the building requiring renovation, including: Drywall Core & Joint Compound on the North Wall in the Lobby and Walls in the Lobby Storage Nooks (HA-C). No suspected Thermal System Insulators (TSI)were discovered or assessed in the areas of the building requiring renovation. All samples were taken in a random numerical order and the number of samples taken followed regulation standards. Brandon G. Wade, a certified and accredited Asbestos Building Inspector with the State of Colorado, performed the inspection at the request of Ellie Briant with The Ridgway Group. The Pitkin County Assessor site (qPublic) shows the building was constructed in 1979 and effectively built in 1990. The purpose of the asbestos inspection was to test for asbestos containing materials in the areas described above prior to removal or renovation. RECEIVED Phone: (970) 712-1381 Aspen Growth Enterprises swade@aspen-growtl r2cn9 4/2 0 2 3 ASPEN BUILDING DEPARTMENT Page 6 of 21 Colorado Regulation 8 Part B Important Definitions and Requirements IV.D.1 Surfacing Material-A certified Inspector shall collect, in a statistically random manner that is representative of the homogenous area, bulk samples from each homogenous area of friable surfacing material that is not assumed to be ACM, and shall collect the samples as follows: IV.D.1.a-At least three bulk samples shall be collected from each homogenous area that is 1,000 square feet, or less, except as provided in subparagraph IV.E.b IV.D.1.b. —At least five bulk samples shall be collected from each homogenous area that is greater than 1,000 square feet but less than or equal to 5,000 square feet, except as provided in subparagraph IV.E.3.b IV.D.1.c.—At least seven bulk samples shall be collected from each homogeneous area that is greater than 5,000 square feet, except as provided in subparagraph IV.E.3.b IV.D.2. Thermal System Insulation (TSI) IV.D.2.a.— ... a certified Inspector shall collect, in a randomly distributed manner, at least three bulk samples from each homogeneous area of thermal system insulation that is not assumed to be ACM. IV.D.3. Miscellaneous Material In a manner to determine whether material is ACM or not ACM, a certified Inspector shall collect bulk samples from each homogeneous area of friable miscellaneous material that is not assumed to be ACM. IV.D.4. Nonfriable suspected ACBM If any homogeneous area of nonfriable suspected ACBM is not assumed to be ACM, then a certified Inspector shall collect, in a manner sufficient to determine whether the material is ACM or not ACM, bulk samples from the homogeneous area of nonfriable suspected ACBM that is not assumed to be ACM. I.B.64 Miscellaneous material -means interior building material on structural components, structural members or fixtures, such as floor and ceiling tiles, and does not include surfacing material or thermal systems insulation. I.B.102 — Surfacing material means material that is sprayed on, troweled on, or otherwise applied to surfaces, such as acoustical plaster on ceilings and fireproofing materials on structural members, or other materials on surfaces for acoustical, fireproofing, or other purposes. I.B.10. —Asbestos means asbestiform varieties of chrysotile, amosite, crocidolite, anthophyllite, tremolite, and actinolite. I.B.16. —Asbestos-containing building material means surfacing ACM, thermal system insulation ACM, or miscellaneous ACM that is found in or on interior structural members. I.B.17—Asbestos Containing Material means material containing more than 1% asbestos. I.B.107—Trigger levels means amounts of materials as follows: I.B.107a—With regard to single-family residential dwellings, the trigger levels are 50 linear feet on pipes, 32 square feet on other surfaces, or the volume equivalent of a 55-gallon drum. I.B.52 —Functional Space—means a room, group of rooms, or homogenous area... such as classrooms... I.B.50—Friable means that the material, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure. I.B.67. —Nonfriable means material which, when dry, may not be crumbled, pulverized, or reduced to powder by hand pressure. Testing was performed in accordance with industry regulations. Random and Representative Sampling was performed of Homogenous Areas. All miscellaneous materials were sampled in accordance with the EPA directive dated February 28, 2018. (Reference Sampling Miscellaneous Materials EPA FAQ 39 and 43). Bulk samples were submitted and analyzed by Eurofins Reservoirs, Inc. The samples obtained were analyzed by method of Polarized Light Microscopy. Testing from this laboratory is accredited by the National Voluntary Laboratory Accreditation Program(NVLAP) Lab Code 101896-0 for Polarized Light Microscopy (PLM). Condition will describe the level to which, if at all, the sampled material is damaged at the time of inspection. Good—Material with no visible damage or deterioration or showing only very limited damage or deterioration. Damaged—The surface is crumbling, blistered, water-stained, gouged, marred, or otherwise abraded over less than one-tenth if the damage is evenly distributed (one quarter if the damage is localized). Significantly Damaged—One-tenth of the surface is crumbling,blistered, water-stained, gouged, marred, deteriorated, showing adhesive failure or if the material is hanging from the surface (one quarter if the damage is localized). It is safe to proceed with removal of affected surfacing and miscellaneous materials in the homogenous areas specified above. Destructive sampling techniques were not used during this inspection. It is possible that additional materials are present that were not visible or accessible during this assessment. If any previously unknown or undiscovered materials are found during demolition activities, which are suspect for asbestos content, then these materials should be tested for potential asbestos content prior to continuing any further demolition work. Disclaimer This inspection was performed using non-invasive sampling techniques. This report does not imply, or guarantee that every material on the property, or in the property building, which may have asbestos as a component, has been identified and/or sampled. A guarantee that all asbestos materials have been identified and/or sampled would require cost-prohibitive and destructive sampling protocols. Furthermore, identified asbestos containing materials may be in areas which are inaccessible or hidden due to their application during the construction process and their subsequent enclosure or covering with building and finish materials. Areas behind walls, inside chases, or other hidden, covered, or enclosed areas were not included within the scope of this inspection, as destructive techniques would have been required to access these areas. These areas should be inspected whenever renovation or demolition activities are scheduled which may disturb the materials within or beneath these barriers. "Overspray" or excess materials from the installation or application process of asbestos containing materials is common, should be expected in the vicinity of installed asbestos containing materials, and is often present either covered by other building materials or in hidden or unexpected locations. This inspection cannot determine the presence of these materials and their locations; therefore, the determination of these locations and material quantities is outside the scope of this inspection. Bulk material samples are obtained in accordance with applicable regulations, industry standard techniques and analyzed by a NVLAP accredited laboratory; however, due to the application and/or initial mixing process no guarantee can be made as to the "exact"percentage of asbestos content(this includes "no asbestos detected" and"trace" contents) which represents the entirety of the material (asbestos content fluctuations can and will occur throughout a building material).
