HomeMy WebLinkAboutresolution.council.027.26RESOLUTION N0.027 (SERIES OF 2026) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO APPROVING SUPPLEMENTAL APPROPRIATIONS TO THE 2026 BUDGET FOR ASPEN PITKIN COUNTY HOUSING AUTHORITY AND APCHA DEVELOPMENT FUND WHEREAS, the Aspen Pitkin County Housing Authority is a standalone entity, uniquely separate from the City of Aspen and Pitkin County, and WHEREAS, the City of Aspen directly appoints one director and one alternate director, and jointly with the County Commissioners, appoint three additional directors and one alternate director. The County Commissioners appoint the remaining two, one director and one alternate director, for a total of the eight Board Members for the Aspen Pitkin County Housing Authority, with the intent that City of Aspen is expressly represented in matters concerning affordable housing in and around the Aspen community, and WHEREAS, the City of Aspen annually subsidizes the operations of the Aspen Pitkin County Housing Authority administrative functions, and WHEREAS, the budget was originally approved by the City of Aspen on November 1 1, 2025, by Resolution 134, Series 2025, and WHEREAS the Board Members for the Aspen Pitkin County Housing Authority have approved certain supplemental appropriations to the budget. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Aspen that supplemental appropriations adjustments as itemized in Exhibit A are approved for the Housing Administration Fund of $366,657 increase in expense appropriation and the APCHA Development Fund of $1,114,596 increase in expense appropriation and $1,071.000 increase in revenue. Adopted this 24th day of March 2026. After March 2027 there will be the same number of FTEs at APCHA as now, and there will overall budgetary savings in 2027, due to the retirement of a current deputy director. This funding will ensure a structured, intentional leadership transition at APCHA by allowing overlap between outgoing and incoming leadership. The Deputy Director role carries critical supervisory, budgetary, and operational responsibilities that directly affect housing program delivery, compliance, and public service. APCHA currently has two deputy directors, one of whom will retire in March 2027. Expected outcomes include: • Continuity of leadership and decision -making during a key organizational transition • Preservation and transfer of institutional knowledge developed over nearly four decades • Clear realignment and documentation of management roles and responsibilities • Reduced operational risk and disruption to housing programs and public services • Stronger long-term organizational stability without increasing future costs Using a temporary, term -limited position to manage leadership transitions is an established best practice within the City of Aspen and supports responsible governance of complex public programs. APCHA administers highly complex housing policies and programs that require deep historical knowledge, consistent interpretation, and careful stewardship. A planned transition protects the integrity of these programs while positioning the organization for long-term effectiveness and accountability. At the time of retirement, the current Deputy Director will have served APCHA for 37 years (since 1990). Without a funded transition period, APCHA risks losing critical institutional knowledge related to policy intent, program history, and operational practices. An unfunded transition would force an abrupt redistribution of responsibilities, increasing the risk of service disruption, operational inefficiencies, and reduced strategic clarity —ultimately affecting the community APCHA serves.
