A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN,
COLORADO, APPROVING A CHANGE ORDER BETWEEN THE CITY OF
ASPEN AND PHIL VAUGHN CONSTRUCTION MANAGEMENT, INC. AND
AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CHANGE
ORDER Ol ON BEHALF OF THE CITY OF ASPEN, COLORADO.
WHEREAS, there has been submitted to the City Council a Change Order
01 to the contract between Phil Vaughn Construction Management, Inc. and the
City of Aspen for Aspen Recreation Center Facility Improvements construction
management services, a true and accurate copy of which is attached hereto as
Attachment "B-1 ";
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ASPEN, COLORADO,
That the City Council of the City of Aspen hereby approves Change Order
01 to the contract between Phil Vaughn Construction Management, Inc. and the
City of Aspen for Aspen Recreation Center Facility Improvements construction
management services., a copy of which is annexed hereto and incorporated herein,
and does hereby authorize the City Manager to execute said agreement on behalf of
the City of Aspen.
RESOLVED, APPROVED, AND ADOPTED FINALLY by the City
Council of the City of Aspen on the 28th day of April 2026.

Dear Scott,
Please find below a proposal for Construction Management as Advisor services for the City of
Aspen- Aspen Recreation Center capital facility improvements.
As discussed on 3/2/26, the proposal accounts for the amount of the 7/1/25 Professional Services
Contract Number 2025-258 that has not been expended to date.
PVCMI has an executed professional services contract with the City of Aspen for Construction
Management as Advisor services on an as-needed basis via City of Aspen Contract No. 2025-
042-02- ANCI369324 dated 4/1/25.
Work Scope
100% Construction documents dated 1/30/26 have been prepared by Rosenfeld Design. The
Guaranteed Maximum Price Proposal dated 2/24/26 has been prepared by PNCI Construction,
Inc.
Schedule
PNCI Construction, Inc. has prepared the attached 2/10/26 revision of the Construction
Schedule. June 1, 2026 through 9/30/26.

1. Pre-Construction Services- March 9, 2026 to May 31, 2026
a. 12 weeks x 15 hours/week= 180 hours for project coordination and meetings.
12 weeks x 1 trip per week @ 4.5 hours= 54 hours
Pre-Construction Service- Estimated hours: 234 hours @ $95/hr.= $22,230.00
b. 154 miles round-trip from Rulison to Aspen x 12 estimated trips= 1,848 miles
@ $0.65/mile= $1,201.00
c. Other expenses: PNCI Construction, Inc. and Rosenfeld Design preparation of trench
drain and concrete reinforcement submittals and review. $5,750.00
d. Copies- Estimated cost of $2,000.00

2. Construction- June 1, 2026 to September 30, 2026
a. 17 weeks x 5 days per week on-site= 85 days
85 days x 13 hours per day= 1,105 hours
Includes an estimated 4.5 hours per day round-trip travel time from Rulison to Aspen
Monday, Tuesday, Wednesday, Friday (Saturdays dependent upon PNCI
Construction, Inc. work on-site)
b. Paperwork review/preparation 1 day per week (off-site). 17 days x 9 hours= 153
hours
Construction- Estimated hours: 1,258 hours @ $95/hr.= $119,510.00
c. 154 miles round-trip from Rulison to Aspen x 85 estimated trips= 13,090 miles
@ $0.65/mile= $8,508.00
d. Copies- Estimated cost of $4,500.00
Total Estimated Construction Services: $132,518.00
3. Commissioning and Closeout- 10/1/26 to 10/15/26
a. Estimated hours: 40
2 weeks x 1 trip per week @ 4.5 hours= 9 hours
Pre-Construction Service- Estimated hours: 49 hours @ $95/hr.= $4,655.00
b. 154 miles round-trip from Rulison to Aspen x 2 estimated trips= 308 miles
@ $0.65/mile= $200.00
c. Copies- Estimated cost of $200.00
Total Estimated Commissioning and Closeout Services: $5,055.00
4. Warranty- 2 years- July 2028 in preparation for September 2028 2 year warranty
a.Estimated hours: 40
2 weeks x 1 trip per week @ 4.5 hours= 9 hours
Warranty- Estimated hours: 49 hours @ $95/hr.= $4,655.00
