A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN,
COLORADO, AMENDING RESOLUTION # 160, SERIES OF 2025) TO
INCLUDE AN ADDITIONAL PRIORITY INTO THE LIST OF LOTTERY
PRIORITIES FOR THE LUMBERYARD AFFORDABLE HOUSING PROJECT
WHEREAS, on December 2, 2025, Aspen City Council approved
Resolution # 160, Series of 2025, establishing priorities for the selection of tenants
upon completion of the Lumberyard affording housing development ("the
Proj ect"), and
V�JHEREAS, the priorities are substantially similar to the Aspen/Pitkin
County Housing Authority's ("APCHA") priorities, and will be included in any
applicable deed restriction for the Project; and
WHEREAS, the APCHA's Board of Directors has recommended to Council
that an additional priority should be offered to individuals who are willing to
transfer from an ownership unit to a rental unit within the Proj ect; and
WHEREAS, Council has discussed APCHA's recommendation and finds
that it is appropriate and in the best interests of the community to include in the list
of priorities used for the selection of tenants and set forth in the applicable deed
restriction for the Proj ect a priority for owner's that desire to sell their unit and
transfer to a rental unit.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ASPEN, COLORADO,
That the City Council of the City of Aspen hereby amends Resolution # 160,
Series of 2025, to include an additional priority for Owner -Transfer applications.
The priority shall be included on the list of priorities set forth in Resolution # 160
after the Employer Partnership Priority, and prior to the Rightsizing Priority, and
shall read as follows.
Owner -transfers
Applicants who have been approved by APCHA as an Owner -Transfer applicant.
There shall be a total of 10 units available for Owner -Transfer applicants, with no
more than 5 units dedicated to Owner -Transfer applicants in any single building.
Owner -Transfer Program applicants may be approved as an applicant at APCHA's
discretion in cases where an owner of a unit with an APCHA deed restriction
agrees to sell their unit with the intent of relocating to a rental at the Lumberyard.
Owner Transfer applicants shall have the same priority as EPP applicants.
All other provisions of Resolution #1601 Series %J 2025, shall remain in full
force and effect.
RESOLVED, APPROVED, AND ADOPTED FINALLY by the City
Council of the City of Aspen on the 24th day of March 2026.
