SUBJECT: Expansion of Aspen Laugh Festival in 2027
INTENDED OUTCOME: Staff is seeking Council input on whether the Wheeler Opera
House should formally develop Aspen Laugh Festival programming beyond the walls of
the Wheeler Opera House in 2027. This would allow staff to explore comedy
performances in partner venues with room sizes and formats that may be better suited
to certain artists and audience experiences.
EXECUTIVE SUMMARY: Aspen Laugh Festival has become one of the Wheeler’s
strongest annual programming anchors. In March 2026, staff tested offsite programming
at Bad Harriet as an add-on to existing Wheeler artist contracts. The response was
positive from artists, venue partners, audiences, and other stakeholders.
For 2027, staff would like Council’s input on whether to more intentionally program
select Aspen Laugh Festival events in offsite locations such as Bad Harriet and the Paul
JAS Center. These programs would not replace activity at the Wheeler. Rather, they
would expand the festival footprint, allow different types of comedy to happen in
appropriately scaled rooms, and create partnership opportunities with other Aspen
venues.
DISCUSSION: Comedy is not one-size-fits-all. Some artists and show formats are best
suited to the Wheeler’s mainstage. Others may work better in smaller club-style rooms,
late-night settings, or flexible venues that create a different audience experience.
The 2026 offsite programming was a limited test and was tied to artists already
contracted for Wheeler activity. In 2027, staff would consider contracting select artists
specifically for offsite locations when the artist, audience, and room are a better fit
outside the Wheeler.

Potential locations for 2027 include:
Bad Harriet, for intimate late-night or club-style comedy.
Paul JAS Center, for artists that utilize music in their act or formats that may
benefit from a different room size or setting.
Other partner venues, if appropriate and aligned with festival goals.
Partnership agreements would be structured around shared expenses and shared
revenue, with the Wheeler remaining the promoter of record and holding the contract
with the artist. This approach would allow the Wheeler to extend the reach of the festival
without assuming all financial risk or operational responsibility alone.
Staff is not requesting approval of specific artists or contracts. The purpose of this
discussion is to determine whether Council supports this general direction before staff
proceeds with more detailed planning and partner conversations.
The Wheeler Advisory Board is supportive of expanding the footprint of Aspen Laugh
Festival strategically for 2027.
FINANCIAL IMPACTS: No new spending authority is being requested. Future offsite
programming would live within the approved Wheeler Presents budget with deals
structured in our typical fashion taking into consideration artist fees, venue costs, ticket
revenue, and shared-risk partnership terms.
If a specific agreement requires additional approval, staff would return to Council
through the appropriate process.
In addition, the City Attorney has confirmed that Arts & Culture RETT funds may be
appropriated for the purposes of supporting cultural, visual, and performing arts,
whether that be at the Wheeler Opera House or in other venues.
RECOMMENDATIONS: Staff recommends that Council support the continued
development of Aspen Laugh Festival programming as a strategic extension of the
Wheeler’s presenting activity and development of the Aspen Laugh Festival as a City-
wide marquee event. This direction would allow staff to pursue appropriate venue
partnerships, match artists to rooms that best fit their work, and strengthen Aspen
Laugh Festival as a significant cultural event for the community while keeping the
Wheeler Opera House as the festival’s primary home.
ALTERNATIVES: Council could direct staff to keep all Aspen Laugh Festival
programming inside the Wheeler Opera House. This would maintain the current
operating model and may limit the types of artists and experiences the festival can
successfully present.
Council could support offsite programming only when it is attached to existing Wheeler
contracts. This would allow limited flexibility but would reduce staff ’s ability to
intentionally curate performances for specific rooms.

Council could support offsite programming only with no net financial risk to the Wheeler.
This would limit exposure but may also limit artist options and partnership opportunities.
