Excused were Jack Stanford and John Starr. MOTION: Don moved to approve the minutes of May 1, 1996 second by Warren. All in favor, motion carried. COMMISSIONER COMMENTS Bill stated that at the last meeting the CCLC met with the Finance Dept. and they suggested that we bring the issues to City Council regarding exactions and how it gets translated to rent and taxes and request a financial review. Don stated that the Board was going to give two examples the Kandycom and the empty lot at the end of Main St. as examples. Jon asked Staff to get an estimate for the 1997 budget to build a permanent kiosk. Jon also asked about the finishing of Monarch Street. Staff indicated that a memo was sent to Asset Planning and they have not yet reviewed the situation. Jon stated that foot patrol employees should be alerted about misuse of the dumpsters and report it if they see it occurring. ALTERNATIVE COMMUTE DAY Julie Richards stated that the commute day is schedule for June 19th and they are trying to creme a fun day to educate people about changing their habits to alternative ways of commuting and to reward those already doing it. They will do donuts or muffins on down valley buses. They wanted to make the down valley buses feel like this is not just an Aspen event. There COMMERCIAL CORE & LODGING COMMISSION MAY 15, 1996 will be a breakfast at Paepcke Park from 7:00 to 9:00 a.m, There will also be a business challenge. ]ack stated he was totally in support of the commute day. Bill stated that he also supported the event. Ion asked if there would be anything near the mall. Julie stated nothing is scheduled. Jori stated that he felt the commute day was a good idea. Tim Ware, Parking superintendent stated that this event is more organized and they hope to do it annually. DUCKY DERBY Don stepped down. Doug Carlson from the Rotary Club represented Ducky Derby and stated that last year $115,000 was donated to the youth groups and human service organizations. Twenty youth groups got involved last year in creating the event and selling the event and they get a portion of the donation. Michael Herron from the Rotary Club stated that the racks on the mall will not be there this year as it created messy vitality. Merchandise will still be sold on the table~ The request is to have a table on the mall to sell ducks for two weeks. Doug Carlson requested that the table be on the mall for longer than two .weeks. Jon stated that the code states no longer than two weeks and that the duck is huge and this is the only event that is allowed to be on the mall two weeks. 2 COMMERCIAL CORE & LODGING COMMISSION MAY 15, 1996 Warren suggested that they move back one day and start on a Friday July 26th to August 9th. MOTION: Warren moved to approve the request from Ducky Derby to have a table on the mall from July 26th to August 9th; second by Bill. All in favor, motion carried. VALET PARKING Brian Wexler, owner of Valley valet stated that summer traffic is heavier than the winter and it is questionable whether valet parking is greater of lesser than what it is in the winter time. This would be a business risk to do valet parking in the summer because we do not know if it is a gain or loss but would like to give it a try. The signage has been enhanced, new uniforms have been purchased and 20 employees are waiting for the approval. It would run from mid June until Labor Day. Tim Ware from Parking stated that their Staff feels they are not prepared for summer valet. During the end of the year the Fire Dept. stated that the program worked. A one strike rule if valet parking interfered with the fire dept. it would be terminated. As far as parldng their staff is gone before valet parking gets started. Staff does not know if their is a need for valet parking, The parldng garage has concerns if the garage will be filled or not. Warren stated the bottom line of valet parking is if it enhances parking spaces throughout town he is in favor of it. People want to know when they get to town they have a place to park. He stated we have a chronic shortage of parking in this town and he is in favor of the valet parking. Jori stated that Tim Ware indicated that the garage is almost full every day of the summer. Brian Wexler stated that they start about 6:00 p.m. and run till 1:30 a.m. and serve the Caribou Club and restaurants. COMMERCIAL CORE & LODGING COMMISSION MAY 15, 1996 Jon stated that we have more cars in the summer than in the winter and the stats point to that. There is a serious question if the parking garage is filled in the evening. Warren stated that Tim stated that it was full during the day and there wasn't a report for the evening. Tim stated that he would back the Fire Department if an incident occurred. Brian Wexler stated that the spots in front of the Caribou are merely for staging and if he has three or five spaces to work with a car pulls in and it is immediately taken to the garage. If the garage isn't available we can work something out with Caps Auto or the Colo. National Bank Lot. In the winter this service was mostly available on the weekend. Brian requested that the valet parking be extended through the summer. Jon asked if Brian had checked with the Hotel Jerome to see what kind of surplus parking they have and possibly you could use their garage. Brian stated that he never looked into alternative sites because he understood that valet parking was in conjunction with the city. Tim stated that using the city garage is a way to regulate that the cars are getting off the street. Warren stated that the parking garage keeps statistics and we should get them to review to see how many cars are parked in the garage. Bill Dinsmoor stated that he was in favor of the experiment but his concerns are driving fast in the garage and safety issues and any incident endangering people in the garage would constitute pulling of the valet parking. He also encourages doing the valet in the summer. If there are fire calls it would be one strike and your out. Staff indicated that the financial aspects need to be worked out with the Transportation Dept. 4 COMMERCIAL CORE & LODGING COMMISSION MAY 15, 1996 Don's concerns are that valet cars are never parked in the street locations and they use the garage. Brian stated that his intent is not to disappoint the CCLC and he has been a lawyer in town for three years. MOTION: Bill made the motion to approve the valet parking for the summer from Memorial Day to Labor Day with two conditions: 1) If there is indiscretion onvalet parking's part that is a concern from the fire department they have the right to close down the valet operation. 2) Speeding or abuse of safety issues in the garage. 3) All cars to be parked in the garage. Motion second by Warren. Motion carried 3-1. Jon Voted no due to lack of information regarding the summer evening parking in the garage. Warren asked why paid parking could not be extended in the evenings. Tim stated that officer safety is an issue and it would be difficult for tourists to see how to read the meter that they know nothing about in the dark. It is a possibility. Warren stated that the restaurant people come in and park at 6:00 and take up all the spaces and why not extend it to 8:00 p.m. all year round. Tim also stated that it would be difficult for officers to see receipts in the dark. Jori stated that they would have to carry a flash light. Tim also stated that the difficult problem would be the signage. Tim also stated that the department is open to discussion. Don stated that this has been an ongoing problem for years and years; employees parking on the street at night. COMMERCIAL CORE & LODGING COMMISSION MAY 15.. 1996 Tim stated that you can only buy two hours. WINE CLASSIC Elizabeth Slossberg, ACRA representative stated that basically the classic is the same as has been in the past.. The map indicates no significant changes in either the tenting or park area. Hirim Walker changed to an international pavilion. She stated that they are doing a restaurant concierge program and a letter was sent out to all restaurants in the valley. All signage is within the City ordinances. Jon asked if Silver Circle ice rink was being used? Elizabeth stated yes. Jon asked if the Assistant Park's director had any problems. Rebecca stated that she went over everything with the ACRA. Jon stated that the concierge business is good for the community but it is good PR for the ACRA as some local restaurants feel excluded. Elizabeth stated that the restaurant association has taken an active roll in the program. MOTION: Don moved to approve the use of Wagner park for the Wine Classic; second by Bill. Motion carried 3-1. Warren opposed. Warren stated that he voted no on a moral position that they do not allow tickets for locals. MOTION: Don moved to adjourn; second by Jon. All in favor, motion carried.
