HomeMy WebLinkAboutcclc.min.08211996 COMMERCIAL CORE & LODGING COMMISSION AUG. 21, 1996 DOWNTOWN ENHANCEMENT PEDESTRIAN PLAN ......................................................................... 1 COMPACTOR UPDATE ............................................................................................................................. 3 COMMERCIAL CORE & LODGING COMMISSION AUG. 21, 1996 Meeting was called to order by chairman Jon Busch with Don Swales, Bill Dinsmoor, Jack Stanford, Warren Ryan and John Starr present. DOWNTOWN ENHANCEMENT PEDESTRIAN PLAN Barbara Umbreit, Public Relationship Coordinator presented CCLC with the DEPP goals. City Council has also approved the tasks. Comments and concerns will be reported back to City Council after this meeting. 1) To improve the downtown core as a place,which inspires and accommodates a wide variety of activities and events year round including arts, music, recreation and shopping. Warre~i suggested that our agenda be sent to DEPP for each meeting. Bill stated that there are a lot of financial issues that go along with these issues. Barbara stated that the financial aspects have not been discussed. Issues such as more MAA students idowntown or more music etc. are key items. What is missing in the town. If you live in the valley and don't come downtown why, what are your needs. Jon asked about the idea of increased parking. Barbara stated that the parking experience has not created one more space in the down town. Jon stated that CCLC has not been involved with users as to what works and what doesn't work. Barbara stated that one of the CCLC concerns is that the committee's goals are mixed between aesthetic and pedestrian issues and commercial issues. They do have a budget and it is a one time budget. Jack stated a problem that CCLC has had in the past is that things happen in the downtown core that are physical and permanent and that never come in COMMERCIAL CORE & LODGING COMMISSION AUG. 21, 1996 front of the committee. A case in point are the planter boxes in front of the Volk building. Another example are the trees on Cooper Ave. Somewhere along the way our goals of the committee are not be incorporated in the building permit process. The CCLC doesn't seem to be able to get into the loop of things that effect our goals, Jon stated City Administration took CCLC out of the loop in order to streamline the various approval processes. Jon also stated that another issue is the Katie Reid building and the street lighting that is not appropriate. No one has addressed the street scape guidelines. CCLC should be placed on the check off list with issues relating to sidewalks, trees etc. Another issues the planters around the Gap. Those trees are stressed. Barbara stated that the DEPP is asking for comments on their goals. Bill stated that he is not sure what DEPP wants; specific issues or anything that comes to mind. John stated that DEPP is in the process of hiring a consultant and he feels when that occurs that is the time that the CCLC should get more involved. The DEPP needs a representative from the CCLC. Barbara stated that the consultant will identify areas that could be enhanced in the down town. Jack stated that it is a good opportunity for CCLC to use the consultant to solve some of their problems. CCLC will be at odds and the goals unless they are involved with the DEPP. Warren stated that a copy of the minutes should be given to the DEPP. The CCLC does not want to be doing the same things that DEPP is doing. He also stated that someone from DEPP should attend a CCLC meeting. Don stated that he would volunteer for DEPP and Jon would be a representative also. Warren requested a copy of the DEPP minutes. COMMERCIAL CORE & LODGING COMMISSION AUG. 21, 1996 Jon stated on one of the goals identifying children's spaces and what makes them work would be a suggestion. A video of the areas would be a good idea and you might get suggestions. Barbara stated that the consultant will identify certain locations that are under utilized or over utiliZed. Jon asked that Larry FrederiCks be informed that the sidewalk on Monarch is being completed this fall. John stated that an idea would be bikes around town. Warren also stated that he read about the free bike program in Oregon. Jon stated that maintaining the bikes should be addressed. Jack stated that there are several establishments in town that make a living on bikes. The bike shop community should be involved. Don stated that you can walk anywhere downtown and the only use would be the MAA. Jon stated that he had no problems with the goals. Warren stated that he had no problems but he wanted to make sure duplication of projects didn't occur. COMPACTOR UPDATE Lonnie stated that he contacted Pack'm regarding the deodorizer and Tony Vagneur stated that he would turn that up. He also stated that he would try to get rid of the graffiti. The compactor in the Elks alley is going in. He stated that he has not gotten the signage in Spanish and English for the compactor. Someone ripped off the English sign. Bill stated that enforcement should occur for those who are throwing their trash in the alleys. They should come before CCLC and explain themselves. COMMERCIAL CORE & LODGING COMMISSION AUG. 21, 1996 Lonnie stated that citations area issued and they go to municipal court. It is a possible ticket of $300. or 90 days in jail. Jon stated that a memo should be sent to Amy Margerum and City council stating that people are parking in the right-of-ways in the alleys; there are compactor abusers and people flagrantly ignoring no riding bicycles in the mall. CCLC indicates on a temporary basis that tickets should be issued. Jack stated that a walk through the alleys with an enforcement office should occur at the next meeting. Invite the press to take pictures. Bill stated that the board is trying to make it better for tourists, businesses etc. and to see people who just don't care and think the law doesn't apply to them is offensive.
