NOTE: 1 st amendment rights - OK for petition but not on table in mall TASK FORCE - LOCAL BUSINESS IDEAS Commercial taxes on owner and forwarded to tenant. When tax notice is sent possibly send notice that tenant can protest. When taxes assessed use of income cap. Rates or multiplier of income to balance. Control of local licensing. Deed restrictions on commercial. Local taxation, Lease to locally incorporated businesses. Rezone areas per block. PROPOSAL FOR LIGHTA LIGHT FOR MOUNTAIN RESCUE-ASPEN October 10, 1996 Mountain Rescue-Aspen is a non-profit organization dedicated to saving lives through back country rescue and mountain safety education. The team of volunteers is on call 24 hours every day to serve the residents and visitors of Pitkin County, Colorado, as requested by the Sheriff. This non-profit organization is primarily funded through the support of the community and private citizens. MRA used to receive some funding from the Pitkin County Sheriff's Office. Due to cutbacks in the Sheriff's Office, Mountain Rescue-Aspen has lost its County funding and must raise additional funds to continue the very necessary work that Pitkin County has benefitted from for many years. These funds will be used for rescue expenses and to purchase rescue equipment. Additionally, funds are needed for the maintenance of the rescue cabin, vehicles, communication equipment, the purchase and maintenance of new equipment such as radios, ropes, beacons for avalanche work and other rescue equipment. The funds will also be used to continue child and adult education such as "Hug A Tree", a survival technique for lost kids and avalanche awareness through brochures and seminars which cannot be offered without additional funds. WHY: Mountain Rescue-Aspen has lost its county funding and must raise funds to continue the very necessary work that Pitkin County has benefitted from for many years. WHA T: "Light a Light for Mountain Rescue-Aspen" will be a fundraiscr held during February, 1997, and will hopefully become an annual event. Whenever a donation is given to Mountain Rescue- Aspen, a light will be turned on on a tree in front of the Popcorn Wagon and the donor name(s) will be added to thc "Thank You Donation Book" in front of the tree. For larger donations, a red ribbon with the organization's name would be displayed on the tree and the donor's name(s) will be added to thc "Thank You Donation Book." At the end of the fundraiser, an ad will be placed in the newspaper thanking those who gave donations. WHERE: The large tree at the Popcorn Wagon would display the lights. If this Tree is not available, Mountain Rescue-Aspen is open for any suggestions for a tree which is centrally located in town and very visible to the public to be used the month of February, 1997. We are requesting the entire month for maximum exposure and time needed to raise money. WHEN: Mountain Rescue-Aspen would begin soliciting donations through an extensive mailing around January 15, 1997. Thus, donations will begin arriving for the tree lighting in February, 1997. PROPOSAL FOR LIGHT A LIGHT FOR MOUNT,lIN RESCUE-ASPEN HOW: Mountain Rescue-Aspen will solicit donations through an extensive mailing and through donated newspaper ads. Posters and flyers will be displayed throughout town soliciting donations to turn a light on for Mountain Rescue-Aspen. For every $20 or more donated, a light or lights will be turned on at the tree and their name(s) will be added to the "Thank You Donation Book" also displayed at the tree. Mountain Rescue-Aspen will be responsible for the maintenance of the tree and be responsible for the hanging of the lights and turning on the lights. If the City can assist at all in the hanging of the lights, we will be very appreciative. Thank you for your attention and consideration in reviewing this proposal. REQUEST FOR LETTERS OF INTEREST CITY OF ASPEN TRANSPORTATION/PARKING The City of Aspen Transportation and Parking Department is requesting Letters of Interest contain/ng proposals for qualified vendors to maintain and operate a "Valet Parking Operation" for the 1996-1997 Winter Season. Successful vendors will operate the service in accordance with the City of Aspen Valet License Agreement. Copies of the current valet agreement and qualification questions may be obtained through the Transportation and Parking Department located in City Hall 130 South Galena, Aspen, CO 81611. Any questions concerning Valet Service may be directed to Tim Ware at 920- 5267. Qualifications will be accepted until 4 p.m., November 14,1996. The City of Aspen reserves the right to accept any proposal, to reject all proposals, to negotiate with interested parties, or to conduct a competitive selection process.
