Neither application was submitted before the meeting so these were not routed to CCLC before our meeting. The Committee had concerns about the nature and scope of these requests. Some of the items within staff's purview have been denied or approved and some have been forwarded for your recommendation. Concert for VH1 INXS and Simulcast of Concert on Mall. This event is scheduled for February 4th with 2 days of setup prior to the concert. The applicants requested · an ice sculpture to be carved into the VH1 logo and filmed during carving. The parks department suggested this NOT be done on the mall and we discussed putting it in the park west of the Wheeler · a 15 foot inflatable of the VH1 logo. The zoning officer says no · a Klieg or searchlight off the Wheeler. The zoning officer says no · colored and moving lights on the Wheeler. The zoning officer says no · a 50 square foot banner hanging off the Wheeler. The zoning officer says no · exhibiting Toyotas in front of the Wheeler and mall araa. Parking department said no as they have recently not allowed Audis all a/~ound town. The committee suggested these could be on private property or parked up at the Ritz on Dean street banners on the light poles around the Wheeler. Design to be shown to zoning officer /*~.a video screen and support on top of Aspen Tee Shirt in order to simutcast the INXS Concert ? X'-'-' Io~,../Od~ speakers broadcasting the concert outside the Wheeler street closure at Mill and Hyman during simulcast. This is a popular bus stop and there is concern about moving the bus route and inconveniencing regular riders These last 3 are the issues the Special Event Committee has a lot of concerns with. Some of our concerns are noise, crowd control, open co,miners, impact on businesses, excessive trash, and setting a precedent. At our meeting we were told there are more of these type of requests coming2 The City Manager wanted to hear your concerns, suggestions and recommendations, Representatives of VH-1 and the Special Event Committee will be present at your meeting. HBO Comedy Festival This event is scheduled for February 22 through March 3. This is the third year of comedy festival in Aspen and the applicants have requested · stage and shed at the corner of Mill & Hyman to tape a Sinbad television show · street closure of Mill and Hyman during taping of the show · street closure of Mill and Dean during taping of another comedy show · 174 parking spaces around town to accommodate vans and semis for the television shows (they pay for these spaces) The parking department will resolve · exterior lighting of the Wheeler. Zoning officer is working on this · ~snctw®ut__b. ac_k~ t~! i£A~ick is exposexl.._Ear.~ D ep__ar~J.L,work out · cable running through the mall, which will be r~moved nightly ~, noise variance for generators at each location for tape and live shots After reviewing these two applications in the same meeting, the committee had some long term concerns: · the increase of commercialization ,, the lack of general community benefit from either of these events except increased exposure for Aspen · neither of these were a fund raising event or sponsored by a local non-profit group · closure of the streets for commercial ventures and the precedent that may set. This intersection is not an appropriate place for outdoor entertainment · altering a bus route (Paul Hilts, RFTA, has not favored moving the Hunter Creek bus off this route. The corner across from the Wheeler is a popular bus stop) · even though these type of events pay for the parking they use, taking up 174 spaces may seems unfair to business owners and patrons The committee feels in general that these type of events are not the direction Aspen as a community is going. Aspen is a community, not necessarily an entertainment arcade (not everyone agreed with this statement. } and we should nor be shutting down para of town for purely commercial enterprises. Planned events that disrupt the normal flow of life and business in Aspen should have some over-riding community benefit. The community vision in the AACP ends with. "The success of Aspen the Resort depends on the success of Aspen the Community".
