Meeting was called to order by chairman Jon Busch with John Starr, Bill
Dinsmoor, Jack Stanford and Don Swales present.
Staff stated that Terry Butler was appointed to the Commission.
VHI INXS
Kathryn Koch, City Clerk stated that the Special Event Committee is a
committee made up of 10 different city departments including the Fire
Marshal. They review special events such as Ducky Derby and they
reviewed VHI and HBO's request. There were some issues that need to be
addressed by CCLC which are Occurring on the mall. Are the events such
as the simulcast on the mall appropriate and is it helpful to the community
or hurtful to the community. HBO also wants outdoor requests.
Kathryn stated the three particular requests that CCLC should address are:
1) Video screen and support on top of Aspen Tee Shirt in order to simulcast
the INXS concert.
2) Speakers broadcasting the concert outside the Wheeler.
3) Street closure at Mill and Hyman.
Danny Harris represented VHI. The Wheeler program will be In Excess, a
rock band from Australia.
Wayne Pleasants stated that he is the technical director for the Wheeler
Opera House. Wayne stated that the video simulcast would be out of the
comer of the opera house at the second floor level over to a screen on top of
the Tee Shirt shop diagonally across from the opera house. There would be
a sound system with the screen and running at 95 to 100 DB. The standard
in the Wheeler would 110 to 115 DB. If CCLC determines an acceptable
level it can be kept at that level.
Danny stated that the screen is 10 by 14. VHI wanted to give something
back to the community.

John Start stated at the Eagles concert the speakers were outside and the
public danced Outside the Wheeler.
Wayne stated that there were complaints from RFTA regarding the bus
service. There were also restaurants that complained they lost reservations.
John Starr stated that he feels this is a bad idea and it defeats the purpose
and pleasure of a spontaneous evening with the speakers outside and a
video.
Don Swales indicated that he would not approve anything on the list.
Danny stated that the intent was to expand the audience to people who
could not get into the venue.
Don stated that this opens Pandora's box for commercial shows in this
town.
John Starr stated that he was in favor of the speakers because that worked at
the Eagles show.
Danny stated that the show is at 9:00 and will end about 10:30 p.m.
Jon stated that is late for residential people.
Don stated that a lot of people do not care for this type of music. There is a
very narrow segment of individuals who enjoy this type of music.
John asked what the procedural process is for CCLC and that there are other
clear players who would be interested in the broader issues raised by the
two applications.
Jon stated that CCLC is a review body. He also stated that if there were no
complaints on the Eagles concert he does not have a problem in this case.
The only real issue is the video.
Don stated that he has a problem with all three requests.

Jon stated that RFTA woUld re-route the Hunter Creek bus. Signage could
address that Problem.
Bill stated that the bus schedule is every 20 minutes.
Wayne stated that the police are in favor of closing the streets due to the
large crowd expected and their concern is safety.
John stated that he does not see how the video adds to the event. It means
cables across the street.
Jon stated that it would be a better experience for people on the street to
have the image to go along with the sound. The video might attract a larger
crowd. The video is free and it will bring people int° the mall.
Don stated that he disagrees and does not approve of commercializing the
town.
John asked about the non-profit organization.
Danny stated that the money goes to the MUsic Association program to buy
instruments but he is not sure of the amount.
Don stated that the city is not for sale.
Jon stated that the event provides liveliness to the mall.
Bill stated that he is concerned about the bus route.
Kathryn stated that Paul Hilts stated that the bus route can be moved.
Bill asked the City Clerk what comments were made by the Special Event
Committee.
Kathryn stated that more than half of the committee were concerned about
commercialization. Is there a price on using the mall etc. The police are
concerned about this kind of event in the mall. The Environmental Health
Dept. will not issue a noise variance after 10:00 p.m.

Danny stated if there is a complaint after 10:00 p.m. regarding noise they
would call it a technical difficulty and shut it off.
Ed VanWalraven, Fire Marshal stated whether the street is shut down or not
they still need emergency access.
Kathryn stated that the committee as a whole was not in favor of this kind of
event. The Special Event Committee wanted to know how businesses on
the mall would feel about the event.
MOTION: John moved to approve O A video screen and support on top of
Aspen Tee Shirt in order to simulcast the INXS concert. 2) Speakers
broadcasting the concert outside the ~Vheeler. 3) Street closure at Mill and
Hyman during simulcast; second by Bill.
Discussion:
Bill stated that the only complaint he could envision would be noise. He
also stated that this is new and experimental. He suggested that the
committee site visit the event.
John stated that in the future the issues need worked out. He also stated that
if the Double Diamond came in for an approval he would have a different
view.
VOTE: 3-1 Motion carried. Don voted no.
HBO - COMEDY FESTIVAL
Kathryn stated some of the issues that came up at the Special Event meeting
are, is this a community event; is it commercialization; is there a
community benefit. She also stated that this is the third year for the event
Joe Lang, with HBO stated that they want more outside the venue this year.
Show more of Aspen. They plan on doing 4 1/2 hours of live programming
and in years past it has been two hours.

Wayne Pleasants stated they are also going to be using some private areas,
the deck by the Little Nell. The two shoots are for Friday and Saturday and
are a live throw which means for 30 minutes twice each evening they will
need street closure and they will cable over the street rather than across so
the traffic will not travel over the cables. They would like the Wheeler lit
outside and a large banner. Sara Thomas, Zoning officer is working on the
requests. They want to cover the mall in snow during the shoot process and
they want to build a little stage area with the Wheeler in the back ground.
They would also like to shoot up the Hyman mall and Mill mall by lighting
the trees etc. The sheds would be 10 by 10 one by the Wheeler and one by
the Silver Circle ice rink. The filming is live and there will be trucks
backing up and generators.
Jon asked what the benefit would be for the community.
Joe stated exposure for Aspen. They want more things to occur outside the
venues.
Jon stated that he has a problem with that, with VHI the performance is
being transmitted on the mall free. With HBO they are hoping to enhance
the quality of their show by doing remote showings of Aspen and it is not
giving or doing anything.
John stated that this is a significant event for Aspen and he would like to
hear from the ACRA.
Wayne stated that they are making amends with the parking and only
requesting 45 spaces. The only place you will see parking taking place is
on the east side of the opera house and the south side of the opera house and
the west side of the Crystal Palace and possibly van parking on Monarch.
There will be a lot of alley use and the Wheeler parking.
John stated basically this involves a week.
Wayne stated that the live shots would take place between 9:00 and 9:30
p.m. and 10:00 and 10:30 p.m.

JOhn Start stated that presentation makes him more positive about the
event.
Jon stated that the CCLC approVed John Denver's XMAS special that was
filmed all over the mall.
Wayne stated CBS did tWo shoots in the mall. There were a few minor
business complaints.
Jon stated that he is only concerned about details.
Wayne stated that the cable would run across the street and traffic would
have to be stopped in order to raise the cable.
John suggested tabling for more details.
Kathryn stated Dean St. has been vacated,
Jon stated that he is concerned about the disruptiveness of the commerce in
setting up.
John suggested no snow on the mall.
Don suggested using the horse drawn carriage.
Bill asked Wayne what his involvement is with HBO; it seems that he is the
point man and is he getting paid by HBO. He also asked Wayne who he
worked for.
Wayne stated he worked for the Wheeler Opera House.
Bill asked Wayne if he worked for HBO on a separate contract.
Wayne stated he was getting paid by HBO.
Bill stated that Wayne is doUble diPping. He wanted to knoTM if he was
representing the city or HBO?

Wayne stated that he was representing both.
Bill reiterated double dipping.
Wayne stated that the issue was being worked out with the city attorney.
Assistant City Attorney Hoefer stated that it was being looked at and
nothing has been worked out.
Bill stated that he has less concerns by the ice rink but is concerned about
the lights and staging at the Wheeler and across on the mall. He also stated
that this is for two days.
Bill also asked what exactions is the City or community getting to allow all
this to happen.
Joe Lang stated he did not have specific numbers.
Wayne stated that the Wheeler Endowment gets 8 to 10 thousand a year.
Bill stated that he feels the Parking Department wOuld be very strict in
making sure the use of the parking is kept to a minimum.
Jon stated that the application states 45 parking spaces, all of the east and
west side of the Wheeler and all of Hyman to Monarch.
Wayne stated that there will only be one large truck in town.
Kathryn stated that the Special Event's committee had problems with snow
removal, parking, community disruption, community reimbursement and
the stage at Mill & Hyman.
Kathryn stated that a special meeting could be scheduled between
concerned parties such as the ACRA etc.
Jon stated that a sub-committee should come up with common guidelines.
