A RESOLUTION OF THE CITY COUNCIL OF ASPEN, COLORADO, APPROVING A
CERTAIN PROGRAM OF COOPERATION BETWEEN THE CITY OF ASPEN,
COLORADO AND THE CITY OF SAN CARLOS DE BARILOCHE, ARGENTINA
WHEREAS, there has been submitted to the City Council a Program of Cooperation
between the City of Aspen, Colorado and the City of San Carlos de Bariloche, Argentina as part
of an ongoing relationship intended to lead to a formal Sister Cities relationship.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ASPEN, COLORADO.
That the City Council of the City of Aspen hereby approves that certain Program of
Cooperation between the City of Aspen and the City of San Carlos de Bariloche, Argentina, a
copy of which is annexed hereto and incorporated herein.

PROGRAM OF COOPERATION BETWEEN THE CITIES OF BARILOCHE,
ARGENTINA AND ASPEN, COLORADO
The cities ofBariloche, Argentina and Aspen, Colorado express their interest, as sister
cities, in developing a Program of Cooperation in the following areas:
Commerce and Tourism
1. Establish a mutual awareness concerning the economics of the two communities
through the exchange of printed and electronic materials as well as periodic visits
of officials and business representatives. When feasible, arrange assistance to
each in their efforts to advance economic development and business connections.
2. The appropriate bodies in Bariloche and Aspen will facilitate groups of tourists
form their respective communities to the other city.
3. Each city will share resort expertise and technology which would improve or
increase their services.
4. When possible, it is urged that each resort town include the other resort in special
events, celebrations or festivals.
5. Where possible, each resort will cooperate with the respective tourist/resort of the
sister city to share information at skiing and tourist shows.
6. Facilitate resort worker exchange programs when desirable and feasible.
Culture, Education, and Information Exchange
I. Establish connections between the schools of the two communities to increase
youth awareness of the need to foster English and Spanish language programs in
the respective communities.
2. Conduct regular youth exchanges.
3. Encourage the exchange of ideas and programs between the Aspen Music Festival
and School and EI Campo Musical.
Community Service and Resort Development
I. Public and private sector groups of each city should be encouraged to gather
information concerning respective methods of resort management and approaches
to solving the challenges of recreational, artistic, and cultural development.
Strategies related to the continued development of both summer and winter
season should be pursued.
2. Establish direct contacts between community health and social service institutions
of the two cities for the purpose of exchanging specific experiences, expertise,
and materials.
Protection of the Environment
1. Through the exchange of environmental personnel, technical literature, studies,
and regulations the cities will share experiences in each other's efforts to protect
and improve the environment in the context of each resort's growth and
development and its fragile relationship to water resources, minimum stream
flows, air pollution, and wildlife populations.
2. Opportunities will be given to representative of Bariloche and Aspen to attend
important national or international seminars concerning the protection of the
environment which are hosted by either Aspen, Bariloche or other sister cities.
Other Activities
I. Efforts at any type of cultural, educational, business, youth, or athletic exchanges
between Aspen and Bariloche will be encouraged by both cities.
Method of Realization of the Program of Cooperation
I. In Aspen, the responsibility for carrying out a Program of Cooperation with
Bariloche will be with Aspen Sister Cities Committee. They will discuss and
evaluate at their monthly meetings all aspects of the partnership with Bariloche.
They will make any recommendations necessary to the City Council of Aspen,
other govemmental agencies, other public organizations and/or private
organizations.
2. The responsibility for carrying out the Program of Cooperation in Bariloche will
be with the Bariloche Sister Cities Committee with the assistance of other public
or private organizations.
3. Each year, the appropriate organizations of Bariloche and Aspen will, through an
exchange of letters, present the results achieved in the past year and will agree on
actions to be taken in the coming year.
4. There should be exchanges of delegations periodically for the purpose of
analyzing the progress and realization ofthis proposed Program of Cooperation.
