A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO,
ENDORSING THE NORTHWEST COLORADO COUNCIL OF GOVERNMENTS'
COMMENTS TO THE US FOREST SERVICE ON THE PROPOSED REVISED LAND AND
RESOURCE MANAGEMENT PLAN FOR THE WHITE RIVER NATIONAL FOREST.
WHEREAS, the Northwest Colorado Council of Governments (NWCCOG) has made
comments to the United States Forest Service in three areas, all of which the City of Aspen
strongly supports and wishes to endorse, and
WHEREAS, The City Council of the City of Aspen, Colorado believes that the White River
National Forest (WRNF) Master Plan should include a system for having the WRNF and
other jurisdictions including local governments, work collaboratively to identify areas of
joint interest or jurisdiction, since the Forest adjoins developed areas and actions taken by
one entity greatly impact other entities, and
WHEREAS, The tremendous urbanization and growth in population and recreation that
have occurred within, adjacent to, and near the WRNF since the plan was last revised, is
the greatest issue faced in managing the Forest, and is one of the main issues that required
revision of the Plan, and
WHEREAS, Conflicting demands for use of the Forest, ~mpacts of local government and
private decisions on the Forest, and impacts of Forest actions on local areas, all make it
imperative that growth and its impacts be addressed collaboratively by the USFS and local
governments, and
WHEREAS, Since no one entity can by itself address the issue of growth and urbanization,
and it impacts all jurisdictions,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY oF
ASPEN, COLORADO, that the City Council endorses and supports the comments made
by the Northwest Colorado Council of Governments and urges the Forest Service to
include the following three items in its revised management plan for the White River
National Forest:
Section 1. The White River National Forest Management Plan should set up a system
whereby all affected government entities identify areas of intermix lands, identify issues,
and develop joint management prescriptions. The plan that governs the forest for the next
several years should include a program for ensuring that these entities work together as
much as possible to discuss joint issues and ways to work together in managing intermix
areas.
Section 2. It is essential that a program be implemented to jointly discuss the issue of
growth and urbanization and examine collaborative solutions. The Plan needs to ensure
that affected parties will collaborate to mitigate impacts of decisions each makes on others,
and to recognize that working together these issues can be addressed, while no one entity
alone can solve the problems created by growth and urbanization.
Section 3. The plan needs to include a program to create cooperation with local
governments to make sure decisions promote healthy ecosystems and communities. The'
plan would be imProved by including ways to ensure that decisions made by both local
governments and the Forest were made in the context of knowledge about their effects on
ecosystems. The economic health of the City of Aspen depends directly on the
preservation of recreation opportunities and the health of the forest ecosystems. Working
collaboratively is the most effective way to ensure the success of both the Forest and our
local community.
