HomeMy WebLinkAboutminutes.council.19880106Special Meeting Aspen City Council January 6. 1988 Mayor Stirling called the special meeting to order at 5:00 p.m. with Councilmembers Tuite, Fallin, Isaac and Gassman. REQUEST TO USE CITY PROPERTY Mayor Stirling said Councilman Isaac made a motion to allow Ford to have some cars in the mall and Wagner park; there was no second to the motion. After thoughts, Mayor Stirling called a special meeting to discuss this with the whole Council. Mayor Stirling said the original request was for 2 Fords in the mall and 2 Fords in Wagner park. Mayor Stirling had suggested the ARA find some private property for these cars. Tom Hines, ARA, told Council the request for 2 Fords in the mall will be only during the day time. Two of the Fords will go to the ski areas during the Winterskol events. Spence Videon, ARA, told Council the private properties are available, however there is some comments from the CCLC. Jon Busch, CCLC, told Council the ARA addressed them today on this request. The position of CCLC was that they are uncomfortable with the general commer- cialization of the mall. The CCLC stands by their original recommendation which is if a request conforms to the historic parameters set that they could recommend approving that request. Busch pointed out the Ford proposal is not consistent with historic requests; however, the CCLC points out it may be opening an entirely new set of problems by suggesting that cars be located on private property. Once these displays are on private property, they are out of the city's control. The city would end up having open space used for commercial purposes. The CCLC recommends if Council is going to approve this, it may be better located on public property. City Manager Bob Anderson agreed there may be some unclarity with the zoning which would prohibit the outdoor display of merchandise on private property. Councilman Tuite said Ford is a sponsor of Winterskol. Council- man Tuite said Council is constantly dealing between resort and community. Councilman Tuite said a situation like this would help the resort, and he does not have a problem with putting some cars on the mall for a few days. Councilwoman Fallin said Ford is making a substantial donation to a community organization, and they are sponsoring a cross country race in which local people will participate. Councilman Isaac moved to allow Ford to display up to two vehicles in the mall and up to two vehicles in Wagner Park during Winterskol; seconded by Councilman Tuite. Busch said this type of request will be happening more and more frequently. Busch said CCLC would like to work with Council to come up with some parameters that can be applied in this situa- 1 Special Meeting Aspen Citv Council January 6, 1988 tions in the future. Busch said they should address who is giving Aspen appropriate value in exchange for use of public property. Mayor Stirling agreed that would be a good subject for a work session with CCLC. Person said there is a distinction when the city starts putting things on the mall that directly impacts other businesses in town. All in favor, with the exception of Councilman Gassman. Motion carried. Council rescheduled the work session with police chief Rich Rianoshek for January 18 at 6 p.m. and the Board interviews January 18 from 4 p.m. to 6 p.m. Council schedule a joint work session with CCLC to discuss use of public property guidelines February 1, 1988, at 5:00 p.m. Councilwoman Fallin moved to put on the January 11, 1988, agenda discussion of funding of the second phase of the consolidation study by GRIP; seconded by Councilman Isaac. All in favor, with the exception of Councilman Gassman and Mayor Stirling. Motion carried. Councilman Isaac moved to adjourn the meeting at 5:20 p.m.; seconded by Councilwoman Fallin.
