MEMORANDUM TO: Aspen Historic Preservation Commission THRU: Joyce Ohlson, Deputy Planning Director*lAp FROM: Amy Guthrie, Historic Preservation Officer RE: 0011 Meadows Road, Unit 1- Minor Development- Public Hearing DATE: January 22,2003 SUMMARY: There are three new residences that were constructed in 1996, adjacent to the row of Herbert Bayer designed buildings know as the "Trustee Townhomes" at the Aspen Meadows. One new unit (the subject of this application) is on the southern end of the row; and two are at the northern end. The entire group is listed on the "Aspen Inventory of Historic Landmark Sites and Structures," and therefore any alterations to them must receive HPC approval and must comply with the "City of Aspen Historic Preservation Design Guidelines" and Aspen Municipal Code. In July of 2002, HPC reviewed an application to enclose a streetfacing deck on this unit and denied the application, at staff' s recommendation, finding it did not meet the guidelines. There was discussion with the applicant which suggested that locating the addition on the back of the unit would be more desirable. The architect has followed the advice given by the board in July. The unit is expanded towards the rear. No variances are requested. APPLICANT: Barry and Julie Smooke, represented by Gretchen Greenwood and Associates. PARCEL ID: 2735-122-39-011. MINOR DEVELOPMENT The procedure for a Minor Development Review is as follows. Staff reviews the submittal materials and prepares a report that analyzes the project's conformance with the design guidelines and other applicable Land Use Code Sections. This report is transmitted to the HPC with relevant information on the proposed project and a recommendation to continue, approve, disapprove or approve with conditions and the 1 reasons for the recommendation. The HPC will review the application, the staff analysis report and the evidence presented at the hearing to determine the project's conformance with the City of Aspen Historic Preservation Design Guidelines. The HPC may approve, disapprove, approve with conditions, or continue the application to obtain additional information necessary to make a decision to approve or deny. If the application is approved, the HPC shall issue a Certificate of Appropriateness and the Community Development Director shall issue a Development Order. The HPC decision shall be final unless appealed by the applicant or a landowner within three hundred (300) feet of the subject properly in accordance with the procedures set forth in Chapter 26.316. The proposal is to enclose a 186 square foot upper level patio on the rear of Unit 1, with materials to match the existing construction. The reason that an addition to enclose the streetfacing deck on this unit was denied recently was that it was felt to deteriorate the relationship among the front facades that had been successfully created in 1996. Staff finds that the problem has been resolved in total by moving the addition to the back and recommends that HPC approve this project. RECOMMENDATION: Staff recommends that Minor Development be approved for 0011 Meadows Road, Unit 1 of the Trustee Town homes At-the-Aspen Meadows, A Condominium, City of Aspen, Pitkin County Colorado, with the following conditions: 1. There shall be no deviations from the exterior elevations as approved without first being reviewed and approved by HPC staff and monitor. 2. This condition of approval will be required to be printed on the cover sheet of the building permit plan set and all other prints made for the purpose of construction. As we assume that the members of the Committee are familiar with the history and components of our property, I will simply itemize the concepts that we would like to discuss. 1. West miner's cottage - original residence on site: We would like to relocate this structure to the western portion of the property. The structure will be moved in it current configuration, so the existing street aspects will remain the same. The north and east elevations will have to be rebuilt. We would like to include a small addition on the north side of the structure which would have a shed roo£ 2. East Victorian - Moved to site - Category 4 affordable housing unit: This unit has two possible scenarios. a. Relocate this structure to the northeast corner of the property and have it exist as a freestanding structure. This possibility would only require rebuilding the western wall. All other parts of the home would remain the same. Ideally, a new home would be constructed next to, but not adjoining this historic structure. b. Move this structure slightly to the west and incorporate it into the new house. This concept would require rebuilding the west wall and a portion of the north wall. The key issue would be integrating the historic home with the new design. Related to these ideas are some issues regarding parking, number of detached structures on the property, and the 500 sq. ft. FAR bonus from HPC. The new Unit I townhouse was de5Igned in 1999 to reflect the architectural history of the existing townhouse development, Units 2-9 at the Aepen Meadows by Architect Herbert Bayer. Unit I along with Units I O and I I went through a development review and approval process by the MFC In 1996. The propo5al 15 a 1 86 5quare foot addition that encloses a part of an existing upper level patio on the west side or rear 5,de of the townhouse. The proposed addition does not interfere with the street side fagade of the existing townhouse and 15 not visible from the street. The enclo5ed patio design at the upper level 15 compatible with the ong,nal structure in scale and mass as it reflects the long sloping roofling, charactenstically similar to the Bayer Units. The small scale of the addition reflects the smaller forms on the parcel. 2. Immediately surrounding Unit One, are the Bayer Townhou565 to the north, the Aspen Meadows Regtaurant to the south and the dormitories to the fast, all reflecting Individual design concepts. Because of Unit One's proximity to the development of these buildings, the exbting and proposed development of this newer townhouse reflects the development of the Meadow's property by reflecting the design concepts of the immediate townhouses to the north, but does not copy the architecture. 3. The proposed development enhances or doe not detract from the historic significance of designated histonc structures located on the parcel. Although, the proposed development continues to reflect the architectural history of the building forms of the original townhouses, the difference in the material colors between the old and new continue5 to differentiate the buildings on the parcel. In addition, Unit 1 15 not attached to the old townhouse5, therefore there 15 no impact of this prop05ed addition on the oneinal buildings. 4. The proposed development enhance5 or does not detract from the architectural character and integrity of the historic structures. The original Bayer townhou565 stand alone as the historic buildings on the parcel. The existing and propo5ed addition 5tand alone as well, preserving the architectural difference in time between the old and new developments on the A5pen Meadow5 property. The architectural character of the historic parcels is still preserved as it was when Unit5 1,10 and 11 were added to the Aspen Meadow5 property. 8.
