Hopkins Haas Land Planning, LLC Memo TO: The Aspen Historic Preservation Commission From: Mitch Haas, Haas Land Planning, LLC Rally Dupps, Consortium Architects CC: Katie Ertmer, Aspen Historic Preservation Planner Date: February 12, 2003 Re: 819 East Hopkins Avenue Work Session The applicant Tom and Darlyn Fellman own a 9,000 square foot property located at 819 East Hopkins Avenue. A historic, one-story miner's cottage is located on the site. Mr. Fellman intends to submit a formal application requesting approval of a significant development on the property. There also exists on the property a cottonwood tree of nearly State record size. Aspen Parks Dept. has requested that the buildings be moved into side and rear yard setbacks so that the tree's roots are preserved to the greatest extent possible. As currently envisioned, the development would include preservation of the cottonwood tree, preservation and restoration of the miner's cottage after an on-site relocation, and development of a new, detached four-unit multi-family structure on the site. The miner's cottage and two of the other units would be deed restricted as affordable housing. We will be seeking the following from HPC: 1. A 3'-0" side yard setback variance (as encouraged by the Parks Dept.); 2. A 5'-0" rear yard setback variance for an overhanging upper level; 3. A 2'-6" rear yard setback variance for the ground level (as encouraged by the Parks Dept.); 4. On - site relocation of the miner's cottage; 5. A 500 square foot FAR bonus; 6. A variance to permit two fewer on-site parking spaces than would otherwise be required; and 8. Conceptual approval of the proposal, as a whole. For the HPC awarded FAR bonus, we propose to restore the miner's cottage to its period materials, roof forms and building footprint (as such is depicted on the 1904 Sandborne map). The new apartment building would be set back a minimum of 10'-0" from the historic house, and will attempt to be as sympathetic as possible in height roof forms and massing to the miner's cottage. As the applicant, it is our hope to engage at this early juncture the experience and expertise of the HPC in suggesting potential design solutions for a project of the nature described above. In addition, this work session (and any follow-up work session) will provide a forum for discussing the merits of the floor area bonus request prior to its consideration at a formal public hearing, as required.
