Main Street, Sardy House - Minor Development - Public Hearing DATE: March 12, 2003 SUMMARY: This property contains a historic Victorian building, which is landmark designated and located within the Main Street Historic District. The applicant requests HPC approval for a variance to install a chiller for air conditioning on the ground in the setback area between the Sardy Carriage House, which is a non- historic portion ofthe site, and the Qwest telephone switching building. APPLICANT: North/South Aspen LLC, represented by Frank Peters, manager of the Sardy House. PARCEL ID: 2737-073-83-002. LOCATION: 128 East Main Street, all of Lots P,Q,R,S, and Lots F,G,H,I, less the northerly 75' thereof, and the vacated alley, Block 66, City and Townsite of Aspen. ZONING: The property is zoned and is a designated historic landmark. MINOR DEVELOPMENT The procedure for a Minor Development Review is as follows. Staff reviews the submittal materials and prepares a report that analyzes the project's conformance with the design guidelines and other applicable Land Use Code Sections. This report is transmitted to the HPC with relevant information on the proposed project and a recommendation to continue, approve, disapprove or approve with conditions and the reasons for the recommendation. The HPC will review the application, the staff analysis report and the evidence presented at the hearing to determine the project's conformance with the City of Aspen Historic Preservation Design Guidelines. The HPC may approve, disapprove, approve with conditions, or continue the application to obtain additional information necessary to make a decision to approve or deny. If the application is approved, the HPC shall issue a Certificate of Appropriateness and the Community Development Director shall issue a Development Order. The HPC decision shall be final unless appealed by the applicant or a landowner within three 1 . hundred (300) feet of the subject property in accordance with the procedures set forth in Chapter 26.316. The proposal is to put a chiller unit that is approximately fourteen (14) feet long, four (4) feet tall and three and a half (3.5) feet wide in the setback behind the non-historic carriage house portion of the Sardy House. There is a five-foot setback between the carriage house and the Qwest property line. Therefore, the applicant is requesting a setback variance. The Qwest building has mechanical equipment on their property that faces this part of the Sardy House property. Staff finds this to be the most appropriate place for a chiller of this size. It will not be seen from the street and is located in an appropriate area next to a building that is industrial in nature and has several exterior pieces of mechanical equipment. RECOMMENDATION: Staff recommends HPC approve the application to install a chiller unit at the rear of the Sardy House between the non-historic carriage house and the Qwest telephone switching station. Application 2 EXHIBIT B Mechanical Equipment & Service Areas 14.15 Minimize the visual impacts of mechanical equipment as seen from the public way. o Mechanical equipment may only be installed on an alley facade, and only if it does not create a negative visual impact. o Screen ground-mounted units with fences, stone walls or hedges. o A window air conditioning unit may only be installed on an alley facade, and only if it does not create a negative visual impact. 1 Use low-profile mechanical units on rooftops so they will not be visible from the street or alley. Also minimize the visual impacts of utility connections and service boxes. Use smaller satellite dishes and mount them low to the ground and away from front yards, significant building facades or highly visible roof planes. o Paint telecommunications and mechanical equipment in muted colors that will minimize their appearance by blending with their backgrounds. 14.16 Locate standpipes, meters and other service equipment such that they will not damage historic facade materials. o Cutting channels into historic facade materials damages the historic building fabric and is inappropriate. Do not locate equipment on the front facade. o If a channel must be cut, either locate it on a secondary facade, or place it low on the wall. 3 RESOLUTION OF THE ASPEN HISTORIC PRESERVATION COMMISSION APPROVING AN APPLICATION FOR MINOR DEVELOPMENT LOCATED AT THE SARI)Y HOUSE, 128 EAST MAIN STREET, ALL OF LOTS P,Q,R,S, AND LOTS F,G,H,I, LESS THE NORTHERLY 75' THEREOF, AND THE VACATED ALLEY, BLOCK 66, CITY AND TOWNSITE OF ASPEN. RESOLUTION NO. 5, SERIES OF 2003 Parcel ID # 2737-073-83-002 WHEREAS, the applicant, North/South Aspen LLC, has requested minor development approval for the property located at 128 East Main Street, all of Lots P,Q,R,S, and Lots F,G,H,I, less the northerly 75' thereof, and the vacated alley, Block 66, City and Townsite of Aspen. The property is located in the Main Street Historic District; and WHEREAS, Section 26.415.070 of the Aspen Municipal Code states that no building or structure shall be erected, constructed, enlarged, altered, repaired, relocated or improved involving a designated historic property or district until plans or sufficient information have been submitted to the Community Development Director and approved in accordance with the procedures established for their review. An application for a building permit cannot be submitted without a Development Order; and WHEREAS, the procedure for a Minor Development Review is as follows. Main Street, City of Aspen, Colorado with the following conditions: 1. There shall be no deviations from the exterior elevations as approved without first being reviewed and approved by HPC staff and monitor. 2. This condition of approval will be required to be printed on the cover sheet of the building permit plan set and all other prints made for the purpose of construction. North/South Aspen LLC, owners of the Sardy House, desire to add central air conditioning to the hotel. The air conditioning equipment includes a chiller, which is required to be located outside the building. After examining the options, it was determined that the best place to locate this equipment, taking into account the goal of creating no negative aesthetic impact on the historic Sardy House, would be in the setback area between the Sardy Carriage House and the Qwest telephone switching station. The Sardy Carriage House is new construction, a long narrow building consisting o f hotel rooms above several parking bays. The Qwest building next door is an industrial design, with no ornamentation or windows. It is characterized on the outside by electrical service disconnects, ventilators and a massive satellite dish on the roof, and an exhaust stack for its back-up power diesel generator. The equipment would be located between the two. There is a five foot setback from the Sardy Carriage House to the property line between Sardy House and Qwest. There is an area of the setback adjacent to and behind the central enclosed stairway of the Sardy Carriage House that offers a location for the chiller equipment which can shield it from view from virtually any angle, and which also provides convenient access to the electrical connections and pipe runs within the building. Additionally there are no windows in the Carriage House from which you will be able to see this equipment, and, as noted above, there are no windows at all in the Qwest building.
