Flags on Main Street Light Posts-2003 Winter X Games
SUMMARY:
Attached is a letter from Deric L. Gunshor of ESPN (Exhibit A) on behalf of ESPN
and the Aspen Skiing Company requesting permission to install flags on the Main Street
Light Posts from Monday, January 20,2003 to Monday, February 3,2003 for the
Winter X Games. The Winter X Games has also received two allocations for banners
across Main Street during that time. The actual event will be held the week of January
27, 2003.
On December 17, 2001, Council adopted policies regarding signs on public property.
Per Section IV(E) Eligibility for Banners and Flags on Main Street Light Posts the
eligibility for flags on the Main Street Light Posts are:
Only applicants for significant anniversaries (25th, 5(/h, 75th and 1O(/h) of
local non-profit organizations shall be eligible for consideration pursuant to
this policy. All other requests from other organizations or for other types of
events shall be forwarded to City Council.
In the past, Council has granted requests for prominent local, regional, state or national
events such as World Cup and the Olympic Torch celebration. If Council wishes to
approve this request, attached is Resolution #3,2002, which would allow flags to be
hung on the Main Street Light Posts for the Winter X Games from January 20, 2003 to
February 3, 2003.

Property" in a public meeting through the adoption of a resolution.

ESPN's Original Entertainment Group, in conjunction with the Aspen Skiing Company and the
City of Aspen, is preparing to host the Winter X Games for the second time. The event was deemed a huge
success last winter on all levels from organizers to athletes to sponsors and spectators.
The support from the community of Aspen added greatly to the success of last year's event. Local
business worked together with the town to welcome the athletes, organizers, staff, action sports community
and fans. ESPN recognizes and thanks everyone for the outstanding hospitality extended to our event.
Throughout the year, the City of Aspen has a great way of embracing celebrations ranging from
music festivals to film festivals to food and wine festivals as well as sporting events. The Winter X Games
is celebrated as a showcase of the status winter action sports have reached. ESPN would like to team up
with the town and ASC to decorate the town to welcome everyone back for the event. There are a few ways
in which ESPN is proposing to decorate the town including the banners that hang across Main Street, the
street pole banners that hang along Main Street as well as around town and for the returned support from
local business to decorate windows and shops of downtown Aspen.
It would be a magnificent gesture to the guests of Aspen for the ESPN Winter X Games to greet
them with the banners across Main Street. ESPN would like to work with the town to come up with text that
serves the goal of both parties. It is our intention to make residents, commuters. and visitors aware that the
event is free for everyone to enjoy. Below are some preliminary ideas of text that could stretch across the
street. ESPN would like to be able to use the entire four-banner space that reaches across Main Street for
the week leading up to the event.
The street pole banners that line Main Street and adorn the rest of the downtown area are the
second element of the proposal to decorate town. ESPN understands that the use of this space is reserved
for special occasions in the City of Aspen. It would be a great honor to be able to use this space to help
decorate the town. Again, ESPN has come up with some preliminary ideas for design of the flags and would
like to work together with the city officials and Aspen Skiing Company to find a design that would be best
sui.ted for the spaces. Below are some of the ideas.
The final element of ESPN's proposal to enlist the town is a call for a rally of support from local
businesses to create a window display focusing around the sports. athletes or events of the ESPN Winter X
Games. There have been ideas of a contest for the most creative window display that would include prize
packs for the store's staff. The details of the contest can be worked out in the future as well as the prize
pack contents. It would be a great opportunity to bring some athletes into the town to judge the contest and
get them involved witjJ some local businesses.

Hi Deric! In order to proceed, please subnit an e-mail to me that shows the dimensions
ofthe banner. We already have seen the design and the colors (as shown on the attachment),
so just the dimensions are needed althis time. We also need to have your name, address,
telephone (local and other) and e-mail (which I obviously have) where we can bill you for the
installation of these banners. Once I have this information, I can send you an e-mail
confirmation of approval. Please note the following requirements:
. All proposed banners or flags should meet the City's specifications for size, mounting
and material. Banners must be 2' in width by 4' in height to be compatible with the
mounting system on the light posts. The hanging rods are 3/4" in diameter. Two
grommets should be placed, one at the top corner (under the rod sleeve) and one at the
bottom corner (above the rod sleeve, both grommets on the same side) where the
banner can be secured by twine to the light post. We are presuming these are two-sided
banners. Banners must be made of nylon, plastic or similar material. Paper banners
and flags are prohibited.
· Banners shall only contain information identifying the event, the date and time or a simple
graphic/logo related to the event. Any commercial advertising shall be minimized so that
any commercial content is not the most prominent information conveyed on the banner
or flag. The city reserves the right to request changes to the design, color or content in
order to assist the applicant to comply with this requirement. Again, the attached
logoldesign is acceptable.
. The cost of installation will be $15 per banner, and we have 30 lamp posts. You are
required to prOvide 4 additional banners which will be used by th.e city to replace stolen or
damaged banners, as necessary. The cost of replacing banners, if any, will be added to
the bill. Once the banners have been removed, you are required to pick up the banners
from the city within 3 days. You can expect the cost for this service to be between $450-
$510.
Banners must be delivered to the Electric Dept., 219 Puppy Smith St., on Fridays, at least two
(2) weeks prior to their installation. Presuming a January 30-Feb 2 event, the banners should
be delivered no later than Friday, January 10, 2003. If you need more detailed information
regarding installation specifications, etc., please contact the electric dept. at 920-5148 and Jinx,
Ron or anyone at that dept. can help you.
