Joe Lang, representing the US Comedy Arts Festival (USCAF)/HBO, is requesting a
Temporary Use Permit to erect a tented entrance to the C-Building of the St. Regis
Aspen, 315 East Dean Street, for seven days starting February 24, 2003, and ending
March 2, 2003, The applicant is asking to use a day on either side of the allotted time
period for setting-up and taking-down the tent.
The applicant was granted temporary use permits for the last five (5) years for the same
set-up, There were no problems with the use in prior years,
The tented entrance would cover an area 6' wide x 10' long x 7' high, The tent would not
block any emergency access points and should not pose any health or safety threats,
The applicant is also requesting that a 4'x 4' banner be allowed over the entrance during
show times with the USCAF logo only, Names of commercial sponsors will not be
included on the banner.
The Community Development Director may approve Temporary Use Permits not
exceeding seven days, Staff recommends the Director approve the Temporary Use ofa
tented entrance in front of the C-Building of the St. Regis Aspen with the following
conditions:
l. The tent shall be in place and in use for no longer than seven days starting Febmary 24,2003,
and ending March 2, 2003, The applicant may use a day on eithet side ofthis time frame to
set-up I takedown the temporary structute,
2, A 4'x 4' USCAF banner is permitted to be hung during show times, The banner cannot
advertise any commercial sponsors ofthe event.

26.96.030 Criteria Applicable to all Temporary Uses
Exhibit A
When considering a development application for a temporary use, City Council shall
consider, among other pertinent factors, the following cliteria as they, or any of them,
relate thereto,
A. The location, size, design, operating characteristics, and visual impacts
of the proposed use,
Staff Findinq:
The 6' x 10' x 7' tented entrance will serve as an entrance to the C-Building of the St.
Regis Aspen which the attendees can easily find and where the ticket takers can stand
without being outside,
B. The compatibility of the proposed temporary use with the character,
density and use structures and uses in the immediate vicinity_
Staff Findinq:
The tented entrance is not expected to create any character or density problems for the
alea,
C, The impacts of the proposed use on pedestrian and vehicular traffic and
traffic patterns, municipal services, noise levels, and neighborhood
character,
Staff Findinq:
The tented entrance will not impact vehicular traffic, The location of the event at the St.
Regis Aspen will generate more pedestrian traffic,
Staff Findinq:
The applicant is requesting a Staff level approval for a seven-day temporary use and a
day on each side to set-up and take down the tent.
0, The duration of the proposed temporary use and whether a temporary
use has previously been approved for the structure, parcel, property or
location as proposed in the application,
E. The purposes and intent of the zone district in which the temporary use is
proposed,
Staff Findinq:
The purpose of the Lodge/Tourist Residential (L/TR) zone district is to allow for lodge
and tourist activities at the base of Aspen Mountain,
Staff Findinq:
There are no changes in the surrounding land uses that would prohibit this tented
structure,
F, The relation of the temporary use to conditions and character changes
which may have occurred in the area and zone district in which the use is
proposed,

"Tented" Entrance to C-Bldg at St. Regis Aspen

As was executed for the 1998, 1999 & 2001 event, here is an outline of what we
would like to do concerning a tented entrance (provided by Butler Rents) to
the C-Building (above Aspen Sports) at the St. Regis Aspen (we are referring
to it as "The Raw Space"), The entrance is on Durant Street to the far right of
the Aspen Sports entrance, The purpose of the tented entrance would be to
have an area where our ticket takers could be (for hours) without standing in
the cold,
The tented entrance would be two side walls of solid white with clear plastic
in front and measures the size of doorway (7' high & 6' wide) and extends 10'
from the doorway, which does not inhibit traffic (walk-way) since there is still
20+' to the street.
We would like to put up the tented entrance on Sun, 2/23 with a strike on
Mon, 3/3,
Lastly, we would like to hang a 4'x4' USCAF logo only banner (no sponsors)
on the side of the structure for show times Wed (2/26) through Sat. (3/1) only,
This will help to identify the space and entrance for attendees,
