HomeMy WebLinkAboutresolution.council.043-03 RESOLUTION # Series of 2003 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, APPROVING THE JUVENILE ACCOUNTABILi~ iNCENTIVE BLOCK GRANT (JAIBG) WHEREAS, the City of Aspen is eligible to receive a JA!BG allocation of $6,602 from the Division of criminal Justice of the Colorado Department of Public Safety; and WHEREAS, in the years 2001 and 2002, the City of Aspen waived its entitlement of this allocation for the benefit of Garfield County and the YouthZone program; and WHEREAS, the City of Aspen believes that the Youth Zone is able to continue to use the City of Aspen allocation to the best advantage of the community; and WHEREAS, a resolution by the City of Aspen formally approving the "Waiver of Direct Sub-grant Award," a copyof which is attached hereto as Exhibit "A," and authorizing the proper signature to be affixed to the waiver indicating such approval, is required by the State of Colorado. NOW, THEREFORE, BE IT RESOLVEDI the Aspen City Council hereby approves the term, conditions and obligations of the "Waiver of Direct Subgrant Award" and hereby authorizes the appropriate City authority to sign the waiver on behalf of the City of Aspen for the benefit of the Youth Zone. Galena Aspen, CO 81611 Dear Council Members: Re: Federal FY02 Juvenile Accountability Incentive Block Grant (JAIBG) allocation to the Aspen City Council in the amount of $6,602 - 5th year allocation The Division of Criminal Justice, Colorado Department of Public Safety, has received the FY02 JAIBG allocations. The Aspen City Council is eligible to receive a JAIBG allocation of $6,602. A minimum cash match of $734 is required. Funds will be available upon approval of submitted documents for start dates of October 1, 2003, and are good through September 30, 2004. The enclosed FY01 JAIBG Local Plan Awards chart depicts current subgrant agencies, the jurisdiction(s) included in the plans, the project directors, and programs being developed within the allowable propose areas. For FY02 the allocation can be used t° continue or expand current plans or to develop new plans. As last year, twelve program areas are available for use of the fimds, with up to 10 percent (10%) of the award available for administrative costs. After the intent form is received by DCJ a plan format will be sent to the designated contact. The completed plan will then be due to DCJ no later than July 31, 2003. htt p://dcj.state.co.us E;Mail: raymond.slaughter @ cdps.state.co.us March 21, 2003 Page 2 The JAIBG program provides an oppommity to reinforce sound juvenile justice practice already occurring in communities, as well as to advance existing practice through the enhancement of programs to provide appropriate and effective services and sanctions to juvenile offenders. DCJ encourages plans to follow the Restorative Justice model balancing accountability, community protection and competency development of juvenile offenders. Specific analysis 0fthe needs of minority youth and girls should also take place. Please review all of the enclosed materials and remember to submit the "Waiver of Direct Subgrant Award" Form or the "Intent to Accept FUnds'' Form by May 30, 2003.
