MINUTES OF'JUNE ~8~ 2003
Chairperson, Bill Dinsmoor called the meeting to order at 8:30 a.m.
Commissioners in attendance: Eric Cohen, Jon Busch, Charles Kennedy,
Andrew Kole and John Starr. Excused was Terry Butler.
COMMISSIONER COMMENTS
Jeff Isaccson, owner of Italian Ice said he is not in favor of closing the
market at 2:30. Jennifer Craig also said she is in favor of staying open later
also. Patrick Leto has dropped out because of the times. Jeff feels the
market should stay open until 4:00 p.m. Maybe have one street open that
leaves early.
Bill said in a democracy you need to be present to vote, Jeff was not present
at the farmers meeting to voice his opinion. Maybe if one vendor is on the
comer it could be left that they can leave.
Andrew said the time of the market needs negotiated.
John said he would like to be as accommodati!~g as we can and he doesn't
want to loose anyone.
Eric said he is in favor ora specific time.
JOn said it is our streets and our prOject and they vend at our pleasure. We
have the right to set the rules: Whatever we do we will loose some people.
He has no opinion on whether to end early or not.
Susan Bilenker, vendor said it is set up very well at 2:30. Personally she
stays later. Having the farmers at the ends is a good idea.
Charles said if the platform were in use maybe that would help keep vendors
later.
Andrew said we should say 3:30 to pack up and revisit the time in four
weeks.

Shea Singer has two businesses downtown. She feels the market should
stay open later. From the retail core tourists visit the stores and then go to
the market for their produce and then go home.
Eric said anchors should not be able to leave.
Eric made the motion that the market be open until 3:30 and then have one
hour to pack up and be off the street for restaurant parking in the core;
second by John. Motion carried 4-2. don abstained. Bill abstained.
Amy ? owns the business at 517 E. Hopkins and is blocked by the meat guy.
My business is down because it is impossible to see my sign.
Ruth Kruger said there is no way to see the building and you need to be
more fair to the local businesses.
Jori said on the north side of Hopkins there is nothing to conflict with. Have
the big truck more to Where businesses don't exist.
Andrew said we are partners With the farmers and they need to be involved.
John said we are here to hear public comment and we are here to hear what
the farmers want and come to an accommodation that everyone wants.
Shea said for the past three years the Flower Shop has closed on Saturday.
She asked Jack to have a rotating local booth of local flower shops. Having
a partnership with someone out of town is not the way to go. You should
have a set of criteria for the produce and crafts.
Bill said we have spent years on local businesses being allowed in the
market.
John said some of the non-profits might have their own booths.
Shea said ACRA is hosting a meeting and facilitating a retailers meeting.
At the last meeting there were 50 retailers present.
Susan mentioned that the tents need weighted for safety issues.

Susan also expressed that Aspen needs things happening in town.
The board discussed kettle corn having a booth in the market. Andrew. said
Kettle corn is a product that every outdoor festival has. He also mentioned
that we have Italian Ice.
Jon said his understanding was that it was more in competition of the
restaurant. A snack food is not in competition with restaurants.
Eric said in the past someone who vends something similar should contact
that business.
Andrew mentioned the popcorn on the street.
Jon said we have a fundamental policy to make.
John said a tasting should be part of the product and end up in a bag that can
be taken away. It should not drift into finger foods. John said it will be
positive for the market.
Eric also said how it is packaged and delivered is the point.
Bill said he feels kettle corn is crossing the line.
Janet Tracey said she does portraits and would like to go in with Kolor
Wheel.
MOTION: Andrew made the motion to accept Janet in with Kolor Wheel;
second by Jon. All in favor, motion carried.
MOTION: John made the motion to accept Kettle corn with the amendment
that the two larger bags be sold at the market and conditional upon finding
an appropriate space; second by Eric. Motion carried 5-] don opposed.
Susan stated that she has ideas about the marketing and promotion of the
retail of the town.
Susan said Friday is a good day to have someone roaming around town.

Susan mentioned that Pat Milliken charges $575. to walk around town and
advertise the market and possibly the board should think about her proposal.
Jon said we should be enhancing the town not the market.
Bill said it is clear that we need to promote the town and market.
Andrew said the sign gets us into trouble.
John said we need cross-marketing for the town at the market.
Jon said if we are trying to make Aspen festive on Saturday we need to
bring people here who are not here already.
Susan said Aspen is a resor[ town in the mountain. ACRA does some of
that. We need to make sure events are advertised. Aspen is not good at
getting people to different things in town. Our stores are intimidating.
Andrew suggested Susan go to the ACRA and CAG.
Helen Klanderud, Mayor suggested keeping city hall open for bathrooms
and using a city employee to guide people to the market.
MOTION: Bill moved to adjourn: second by Andrew. All in favor, motion
carried.
