MEMORANDUM TO: Julie Ann Woods, Community Development Director FROM: James Lindt, Planner €YL- RE: Marolt Housing PUD Amendment DATE: May 28,2003 APPLICANTS: Aspen/Pitkin County Housing Authority. represented by John Mickles LOCATION: 200,300,500, and 800 Buildings in the Marolt Affordable Housing Complex ZONING: Public with a PUD Overlay REVIEW PROCEDURE: Insubstantial amendments to an approved PUD may be approved, approved with conditions, or denied by the Community Development Director, pursuant to Section 26.445.100(A)9 PUD Insubstantial Amendments. BACKGROUND: The Aspen/Pitkin County Housing Authority ("Applicant") has applied to expand the mechanical rooms on four (4) of the buildings within the Marolt Affordable Housing PUD. The mechanical room additions would total approximately 270 square feet and are to be installed in the 200,300,500, and 800 Buildings. Currently, the buildings have mechanical rooms that are not functional and it has been determined by the Applicant that an exterior wall to each of the existing mechanical rooms will have to be removed to remove the existing hot water storage tanks. Therefore, the Applicant would like to expand the mechanical rooms to allow for better future access to the new hot water storage tanks to be installed. STAFF COMMENTS: Staff believes that the proposal meets all of the review standards for approving an insubstantial PUD amendment. Tlie proposed mechanical room expansions are to be constructed out of similar materials to that of the existing structures. In addition, the new mechanical rooms are proposed to have shed roofs with a roof pitch that matches the existing roof pitch of the building. Therefore, staff believes that the proposed mechanical room expansions are consistent with the character of the existing buildings. Moreover, the proposal will only increase the site coverage of structures within the PUD by less than 1 % and the residential density of the PUD will not be increased. 1 .. RECOMMENDATION: Staff believes that the proposed application meets the review standards for approving an insubstantial PUD amendment to the PUD. Therefore, staff recommends that the Community Development Director approve the proposed amendment to allow for additions to the existing mechanical rooms on Buildings 200,300, 500, and 800 of the Marolt Affordable Housing PUD as depicted on the site plan and floor plans that are attached as Exhibit "B-. APPROVAL: I hereby approve this insubstantial PUD amendment to allow for Buildings 200,300.500, and 800 of the Marolt Affordable Housing PUD to expand their existing mechanical rooms as depicted on the site and floor plans attached as Exhibit "B" and the typical architectural rendering attached as Exhibit "C", subject to the following conditions: 1. The existing mechanical rooms shall continue to be used as a mechanical area and shall not be converted to living space. 2. The Applicant shall extend the existing fire sprinkler system into the boiler room additions. Additionally, the sprinkler system in Building No. 500 shall contain anti-freeze to protect against freezing if the garage door is left open. 3. The Applicant shall abandon the existing water tap and water lines when relocating the water lines for the additions to Building No. 300 and Building No. 800. 4. Storm drains and the dry well overf[ows shall not connect to the sanitary sewer. If such a connection exists, it shall be abandoned. The Aspen Sanitation District shall inspect the Glycol containment areas for the floor drains upon final inspection of each of the respective additions. 5. There shall be no storage of materials, construction debris, tools. back fill or any related items in or on the drip line of any trees on the site. Additionally, the Applicant shall erect construction fencing around the drip lines of all trees on the site that may be impacted by the proposed construction. The Applicant shall contact a representative from the City of Aspen Parks Department to inspect the construction fencing prior to commencing construction. Any existing landscaping (including landscaping sod, flowers. and the irrigation system) that is damaged during the proposed construction shall be replaced to its current state. Exhibit A Review Criteria & Staff Findings Insubstantial PUD Amendment. The Community Development Director may authorize an insubstantial amendment to an approved development if the proposal meets the following review standards: 1. A change in the use or character of the development. Staff Finding: Staff does not believe that the proposed amendment is inconsistent with the use or character of the final planned unit development. The proposed mechanical room additions are to be constructed out of similar materials to that which exist on the existing employee housing structures. In addition, the proposed additions are to have shed roofs with similar roof pitches to that of the existing buildings in which they are being added to. Staff finds this criterion to be met. 2. An increase by greater than three (3) percent in the overall coverage of structures on the land. Staff Finding: The amendment only increases the overall coverage of structures within the PUD by less than one (1) percent. Staff finds this criterion to be met. 3. Any amendment that substantially increases trip generation rates ofthe proposed development, or the demand for public thcilities. Staff Finding: Trip generation and demand for public infrastructure are not affected by this alteration to the PUD. Staff finds this criterion not to be applicable. 4. A reduction by greater than three (3) percent Of the approved open space. Staff Finding: The amount of open space will only be reduced by approximately one (1) percent as a result of the proposed amendment. Staff finds this criterion to be met. 5. A reduction by greater than one (1) percent ofthe off-street parking and loading space. Staff Finding: The Applicant is not requesting an amendment to the existing or required number of parking spaces. Staff finds this criterion not to be applicable. .. 6. A reduction in required pavement widths or rights-of-wayfor streets and easements. Staff Finding: The Applicant is not proposing changes to the surrounding right-of-way widths. Staff finds this criterion not to be applicable. 7. An increase of greater than two (2) percent in the approved gross leasable floor area of commercial buildings. Staff Finding: The Applicant is not proposing changes to a commercial building. Staff finds this criterion not to be applicable. 8. Anincrease by grcater than one (1) percent in the approved residential density of' the development. Staff Finding: The Applicant is not proposing a change in the residential density. Staff finds this criterion not to be applicable. 9. Any change which is inconsistent with a condition or representation of the project's original approval or which requires granting a further variationtrom the project's approved use or dimensional requirements. Colorado 81611 Dear James: We finally have the remaining drawings for our boiler room additions and would like to submit them for your review. As of our last conversation, your staff wanted to see the plans for all four of the boiler room additions at one time. We are looking for an administrative PUD amendment prior to pulling the building permits. We intend to use similar construction materials throughout the additions. The exterior finishes and roofs will match the current buildings. Three of the additions will be of the same design. The 500 building has been problematic because of its proximity to the 600 building. It looks as if Mary has come up with some great ideas which will give us the space we need for the isolation valves and ease of access for hot water storage tank replacement. Rooms Ce: johniem@ci.aspen.co.us On May 28th the DRC met to review a plan to install building additions at Marolt Ranch to accommodate boilers. The following people were in attendance: Phil Overeynder. Water Dept Ed Van Walraven. Fire Dept James Lindt, Com-Dev Dept (case planner) John Mickles, Housing Department (Marolt Ranch Manager) John Niewoehner. Com-Dev Dept Tom Bracewell, Sanitation District (not in attendance, comments by phone) Ed: The mechanical rooms (for boilers) need to be sprinkled. The sprinkler systems must contain anti- freeze in case the exterior door are left open. Phil: According to the plans, the water lines for buildings #300 and #800 are to be relocated. The old water lines must be abandoned per the regulations o f the Water Department. Tom: The Sanitation District does not have any comments since the plan does not show any new drains to-the sewer. Tom also commented on the presence o f the dry well that was located outside building #500. Storm drains and dry well overflows cannot connect to the sanitary sewer. If such a connection exists, it must be abandoned. Tom recalls that during construction of Marolt Ranch there may have been a problem in that sanitary plumbing was directed to the dry wells. The note on the plan shett indicxates a "new water service line". I f the intent is to construct a new line, then the existing line to each of these buildings nust be abandoned at the corporation stop in advance of making a new tap. However if the intent is to relocate the service to avoid the new foundation. no abandonment is necessary and the existing service can simply be reconnected at a different location. I would ask John Mickles to get the details by contacting Keith Wester at the Water Dept once they are ready to relocate the service coming into the expanded utility areas of these buildings.
